Introduction
  • Chevron Nigeria Limited (CNL) Operator of NNPCL/CNL Joint Venture invites interested and prequalified companies for this tender opportunity for the Provision of Tubing Conveyed Perforation and Related Services to support JV Drilling and Completion Operations.
  • The contract is proposed to span a period of five (5) years with a possible optional term of two (2) year duration.
Scope of Work
Interested Applicants must be able to provide the following as required for Tubing Conveyed Perforation services:
  • Contractor must have proven capability to provide engineering, equipment and personnel for tubing conveyed perforating (TCP) services. Contractor shall provide TCP systems for casing sizes up to 13-3/8". TCP systems include but are not limited to shoot-and-pull, shoot-and-drop, single-trip perforate and squeeze, auto-release gun hanger systems, oriented perforations, multizone perforating, dual- well short-string deployed perforating and dual string Y-block deployed perforating.
  • TCP equipment includes but is not limited to the gun carrier, deep penetrating and big-hole gravel pack charges, safety gun spacer, bull plug, swivel sub, mechanical and hydraulic firing systems, automatic gun/tubing release systems, fill disc/debris sub, underbalance sliding sleeve vent, mechanical set packer, pressure transfer sub, safety joint, hydraulic jars, annulus operated valve, reversing valve, radio-active marker, gauge carrier and P/T memory gauges, fast gauges, surface shot detection, master valves, flow tee, detonating bars with rollers and retrieving tool, circulation/test manifold, tool re-dress kits, and safety equipment.
  • Contractor is required to maintain minimum explosive inventory of RDX, HMX and HNX required to meet Company's work scope on the rig schedule per year.

Nigerian Content Requirements 
  • Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
  • Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
  • Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
  • Tenderer shall demonstrate that entity is a Nigerian-registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
  • Tenderer shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
  • Provide a project-specific organogram showing Names andNationalities of all key personnel that will execute the work scope for this service (not limited to Operations manager, Field Engineer, TCP Specialist, Field Assistants, etc.).
  • Tenderer shall provide evidence of Category 1,2,3,4 or 5 Services and Support (SS) group NCEC demonstrating ownership of equipment (not limited to Perforating gun. Detonator, Explosives, Downhole Equipment. Pressure Control Equipment, Safety Equipment etc.) to execute the work scope.
  • Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)
  • Non-Compliance with Nigerian Content requirements is a Fatal Flaw.
Additional Information
  • Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service categories.
  • The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
  • All costs incurred in preparing and processing NJQS prequalification shall be solely to the bidders' accounts.
  • This advertisement shall neither be construed as any form of commitment on the part of CNL to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from CNL and or any of its partners or affiliates by virtue of such companies having been prequalified in NJQS.
  • The tendering process shall be the NNPCL contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified bidders will be requested to submit commercial tenders.
  • CNL will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
