Invitation for Bids (IfB) for the Design, Build and Operation of the AIH and ATC at the Imo State Government

• This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on 17th April, 2023 and on the African Development Bank Group's Internet Website.
  
• The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I, being implemented in the five (5) participating states of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount of the loan to payments under the contract for the Design, Build and Operation of an Agro-Industrial Hub (AIH) and Agricultural Transformation Center (ATC) in Imo State.
  
• The Imo State Project Implementation Unit now invites sealed bids from interested and eligible bidders for the Design, Build and Operation of the AIH and ATC located in Abacheke, Ohaji/Egbema Local Government Area of Imo State. 
• The scope of work includes: The Design, Build and Operate (DBO) using a site-and-services model, of a 120 Ha AIH and 20 Ha ATC and operation of the sites. The facilities to be provided include fencing; administrative block, quality control and social buildings, roads, drainage, power supply and water, sewage/wastewater treatment and solid waste management.
  
• The assignment will be in two phases. Phase 1, being the design and construction, and Phase 11 being operation of the sites. The two phases shall be negotiated separately. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Procurement Policy for the Bank Group Funded Operation (October 2015), which is available on the Banks website at: http://www.afdb.org.en/projectsandoperations/procurements/new-proedure-policy, and is open to all eligible Bidders.
• Interested eligible bidders may obtain further information from the State Project Coordinator, Imo State Project Implementation project implementation and inspect the bidding document during office hours i.e. 09:00 to 17:00 hours local time at the address given below.
  
• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable N250,000.00 (two hundred and fifty thousand naira). The method of payment will be by Bank Draft payable to Imo Special Agro-Industrial Processing Zones Counter-Part Fund. The document will not be sent by delivery procedure.
  

• Electronic bidding will not be permitted.
  
• Late Bids will be rejected
• Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address above on 25 April 2025 by 12.30 Noon local time.
• All Bids must be accompanied by a bid security amounting to 2% of the contract sum, in the form of a bank guarantee using the format in Section IV of the bidding document and the currency of the bid.
• Attention is drawn to the Bank's Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
