The Nigeria Deposit Insurance Corporation (NDIC) invites interested certified Independent Professional Consultants to submit Expression of Interest (Eol) documents for the Engagement of Consultants to Conduct Comprehensive Land Survey on Beach Resorts Estate, Lekki, Lagos, Belonging to the Defunct Heritage Bank (In-Liquidation). Interested Consultants should possess relevant qualifications and experience.




The Nigeria Deposit Insurance Corporation (NDIC) is an independent agency of the Federal Government of Nigeria. The purpose of the deposit insurance system is to protect depositors and guarantee the settlement of insured funds when a deposit-taking financial institution can no longer repay their deposits, thereby helping to maintain financial system stability.

Introduction
  • Sequel to the revocation of the operating license of Defunct Heritage Bank (In-Liquidation) by the Central Bank of Nigeria (CBN), on 3rd June, 2024, the Nigeria Deposit Insurance Corporation (NDIC), in exercise of its mandate as Liquidator of closed banks and its commitment to efficiently realize all its Assets in order to expedite settlement of depositors claim, hereby invites interested certified Independent Professional Consultants for land survey to be appointed to conduct a comprehensive survey on the Beach Resorts Estate, Lekki, Lagos, landed property belonging to the Defunct Heritage Bank. (In-Liquidation)
Scope
  • The Expression of Interest (EOI) would be for comprehensive survey of the land on Beach resorts estate Lekki, Lagos, owned by the defunct Heritage Bank. (In-Liquidation).
  • The size of the land is estimated to cover 60.04 Hectares as documented by Global Certificate of Occupancy while the beach resort estate developed by First Spring Realot Limited covered span was 35 Hectares (350,000sqm) However, a portion covering 8.428 Hecteres (80,428.38Sqm) have been sub divided into blocks, multiple plots, and others allocated as buy and build to the public subscribers.
    • Verification/confirmation of the fence perimeter area;
    • Verification/confirmation of the total developed area
    • Verification/confirmation of the undeveloped area
    • Verification/confirmation of allocated undeveloped area; and
    • Any other relevant verifiable information omitted above by way of land reclamation.
  • All qualified professionals wishing to participate shall follow laid down guidelines which is aimed at transparency, competitive, equitable, fair pricing and timeliness principles to adequate recovery and to determine the actual value of estate's coverage. Based on available documents from the liquidated bank, the Corporation seeks to engage, certified land surveyor for this verification and confirmation.
Eligibility Criteria
Prospective Bidders must meet the following criteria:
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC1.1 and CAC2 and CACT
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024; with minimum average annual turnover of N100,000,000.00.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2024
  • Evidence of Industrial Training Fund (TTF) Compliance Certificate valid till 31st December, 2024
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of a valid Interim Registration Report (IRR) expiring on 31st December, 2024 or valid Certificate issued by BPP.
  • Sworn Affidavit: that the Directors and members of the board are not related in business to officers of the NDIC and have not been declared insolvent or bankrupt by any authority or court of law.
  • Company's Audited Accounts for the last three (3) years (2021, 2022 & 2023).
  • Evidence of Financial capacity to execute the project by submission of Reference letter from a reputable deposit money bank in Nigeria, indicating willingness to provide credit facility for the execution of the project where needed.
  • Must be a registered member of the Surveyors Council of Nigeria (SURCON)
  • Evidence of Three similar jobs conducted in the last five years (5) years with proof of completion of the assignments.
  • Evidence of Three (3) partners with satisfactory personal income tax payment for the last Three years 2022/2024
  • Evidence of enrolment certificate with National Health Insurance Scheme or Private Health Insurance Scheme participation.
  • Evidence of payment of annual registration of practice license in the last three years 2022/2024
  • Failure to satisfactorily fulfil any of the conditions as requested, would result in invalidation of the application.
  • The Corporation shall reserve the right to reject any submission based on unverifiableinformation.
  • Company profile with the Resume of keystaff to be deployed for this project including copies of their credentials and certifications.
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of page, duly signed by the authorised officer of the firm.

11:00am Monday, 17th March, 2025.

Submission of Bids Documents

Prospective bidders are to submit Three hard copies each of the documents with original copies attached in a sealed envelope and clearly marked "Expression of Interest for the appointment of Land surveyor on beach resort estate Lekki, Lagos, belonging to the defunct heritage Bank, addressed to:

Furthermore, on the reverse side of each sealed envelope should bear the name and address of the bidder and dropped in the designated Tender Box on the Ground floor, reception area at the Head Office Building not later than 11: 00am Monday, 17th March, 2025. All bidders shall obtain the EOI form from NDIC at a cost of N10,000 payable to NDIC Remita account Platform Account on www.remita.net.

Opening of EOI Documents 
  • Only the EOI documents will be opened immediately after the deadline for the submission at 11:00am Monday, 17th March, 2025, at the Ground Floor, Visitors waiting room, NDIC Head Office Building in the presence of the bidders or their representatives.
  • Please, ensure that you sign the Bid Submission Register on the 2nd floor, with the Procurement and Management Services Department, as NDIC will not be held liable for misplaced or wrongly submitted bids.
  • Further requisite information required should be obtained from the NDIC website or e-mail address info@ndic.gov.ng .
General Information
  • Bids must be in English Language and signed by any official authorized by the bidder.
  • Bids submitted after the deadline for submission would be returned un-opened.
  • All costs incurred by the firm will be borne by the bidders.
  • Where a bid is submitted by a joint venture (JV) partners, each member of the JV must fulfil requirements 1 to 10 under eligibility criteria.
  • The NDIC is not bound to pre-qualify anybidder and reserves the right to annul the disposal process at any time without incurring any liabilities.
