The Federal College of Education (Technical), Akoka invites experience and competent contractors and suppliers to tender for the Procurement of Diesel. Interested contractors should possess relevant qualifications and experience.
The Federal College of Education (Technical), Akoka established since 1967 with the main objective to educate and produce Technical Teachers is desirous of embarking on the execution of the above approved projects in pursuance of its functions and in compliance with the Public Procurement Act 2007 (as amended).
In compliance with the Public Procurement Act 2007, the College hereby invites experience and competent contractors and suppliers with relevant experiences for the underlisted project:

Eligibility Requirements
Interested Companies/Firms are required to submit the following compulsory documents:
- Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including form CAC2 and CAC7 (or CACL) with paid off of minimum share capital of N10m for the construction project
- Evidence of Company's Income Tax Clearance Certificate for the last three (3) years (2021, 2022 & 2023) valid till 31st December, 2034 with minimum average turnover of Three Hundred and Thirty Million (N330,000,000.00):
- Evidence of Current Pension Clearance Certificate valid till 31st December 2024
- Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2004;
- Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024
- Evidence of Registration on the National Database of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
- Evidence of membership with Natural Oil and Gas Supplier Association of Nigeria (NOGASA) for Lot 1.
- Sworn affidavit:
- Disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical), Akoka, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder
- That all Documents/Information submitted are both GENUINE and UP TO DATE
- That the company is not in receivership, insolvent or bankruptcy.
- That the company does not have any Director who has been convicted in any court in Nigeria or any other country for criminal offences in relation to fraudulent financial impropriety
- That all the information presented in the documents is true and correct in all particulars.
- Company's Audited Accounts for the last three (3) years-(2021 2022 2023): showing a turnover conformed with the Tax Clearance Certificate and dully stamped by a certified Auditor
- Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility of N300,000,000.00 for prompt commencement and execution of the project when awardedk. Company's Profile with the Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academic/Professionals qualifications and registration with relevant professional bodies: COREN, ARCON, OSRBN CORBON etc.
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letter of awards, Valuation Certificates, Job Completion Certificate and Photographs of the Projects.
- List of Plants/Equipment to be deployed for the project with proof of Ownership/ Lease where applicable
- All documents for submission must be transmitted with a Covering Forwarding letter under the Company/Firm's Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer ofthe firm
Collection of Tender Documents
- Interested companies are to collect the SBD from the Procurement Department Provost Block, Federal College of Education (Technical), Akoka-Lagos, after pay ment of non-refundable fee of N10.000.00 into Federal College of Education (Technical), Akoka-Lagos via REMITA (www.mit.net) and thereafter obtain receipt from the College cash office within the official working hours and days.
- Please, ensure that you sign the Bid collection Register in the Procurement Department, Provost Block, Federal College of Education (Technical). Akoka-Lagos.
Submission Deadline
12.00 noon on Monday 31st March, 2025.
Submission of Tender Documents
Prospective bidders are to submit bid for each of the Lot desired, five (5) set of hard copies each of the Technical and financial bids with soft copy of financial bid only in MS Excel format in a Flash Drive, packaged separately in sealed envelopes and clearly marked as "Technical Bidor Financial Bid. Thereafter, put the two sealed Envelopes together in a bigger envelope addressed to the Provost, Federal College of Education (Technical), Akoka-Lagos and clearly marked with the name of the project and Lot number. Furthermore, the reverse of sach sealed envelope should have the name and address of the Company and should be deposited by hand in the Tender Box at:

Opening of Bids
- Only the technical Bids will be spen immediately after the deadline for submission 12:00noon, Monday 31st March, 2025 in the College Academic Board Hall, in the presence of bidders or their representatives, observers and interested public members. While the Financial Bids of successful bidder(s) in the technical Evaluation will be opened at a later date.
- Please, ensure that you sign the Bid collection and Submission Register appropriately in the Procurement Department, Provost Block Federal College of Education (Technical). Akoka-Lagos.
- The Federal College of Education (Technical). Akoka-Lagos will not be held liable for misplaced or wrongly submitted bids.
General Information
- Bids must be in English Language and signed by an official authorized by the bidder.
- Bids submitted after the deadline for submission would be returned un-opened
- Bidders should not bid for more than two (2) Lots, contravention is automatic disqualification
- All cost will be borne by the bidders.
- All Tenderers, civil Society Organizations and interested Stakeholders are invited to the Bid opening
- Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of un-successful bidders will be returned unopened
- All documents/Information required must be paginated, submitted in the Sequence/order as listed above
- This advertisement shall not be constructed as a commitment on the part of the establishment nor shall it entitle a bidder to make any claim and/or seek any indemnity from the Federal College of Education (Technical). Akoka by virtue of such bidder having responded to the advertisement
