The National Agency for Food and Drug Administration and Control (NAFDAC) invites experienced and reputable Suppliers, Contractors, Consultants/Service Providers to tender for the Supply of Laboratory Chemical, Reagents & Consumables. Interested contractors should possess relevant qualifications and experience.




The National Agency for Food and Drug Administration and Control (NAFDAC) is the Agency of the Federal Government established by Decree No.15 of 1993 as amended (now Cap. N1, LFN, 2004) and charged with the responsibility among others of regulating and controlling, the importation, manufacture, exportation, distribution, advertisement, and sale of drug, food, chemicals, medical devices, packaged water, detergents, and cosmetics.

The Agency, in pursuance of its 2024/2025 approved appropriation, intends to embark on the following underlisted projects in selected NAFDAC formations throughout the country. To this end, experienced and reputable Suppliers, Contractors, Consultants/Service Providers are hereby invited to tender for the under-listed project:

Eligibility Requirements
Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out the projects listed above are required to submit the following documents. Failure to fulfil any of the under-listed requirements will render a bid, disqualified and bidders are not allowed to bid for more than two lots:
  • Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) Certified True Copy including Forms CAC2 and CÁC7 (or CAC 1.1) Memorandum and Articles of Association.
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31" December 2024
  • Evidence of current Pension Compliance Certificate valid till 31 December, 2024. 
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31" December 2024
  • Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31" December 2024 or valid Certificate issued by BPP.
  • Sworn Affidavit:
    • Disclosing whether any officer of the relevant committees of the National Agency for Food and Drug Administration and Control (NAFDAC) Council or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
    • That no Director of the company has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
    • That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings.
    • That the company does not have loan or financial liability with a bank, other financial institution or third party that is classified as doubtful or non-performing.
  • Company's Audited Account for the last three (3) years, 2021, 2022, and 2023, duly stamped by the Federal Inland Revenue Service (FIRS)i
  • Evidence of financial capability to execute the project; Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project if the company is successful.Company's Profile with Curriculum Vitae of relevant Key Staff to be deployed for the proj- ect, including copies of their Academic/Professional Qualifications (e.g., COREN, ARCON, CORBON, SURCON, QSRBN etc. for Works).
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation/Job Completion Certificates and Photographs of the projects.
  • List of Plants/Equipment with Proof of Ownership/Lease Agreement.
  • For Consultancy Services: Evidence of Firm's registration with relevant professional body(ies)
  • For Supply of Equipment: Letter of Authorization from Original Equipment Manufacturer.
  • For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance, Pension Compliance Certificate, ITF Compliance Certificate, NSITF, IRR and Sworn Affidavit are compulsory for each Joint Venture partner)
  • All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letter Headed Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM Number), and E-mail Address. The Letter Headed Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Company; and Note that documents/information must be arranged and submitted in the se- quence/order as listed above.
Collection of Bids Documents
Interested Suppliers, Contractors, Consultants/Service Providers are to collect the Standard Bidding Document (SBD) from the Procurement Unit, NATIONAL AGENCY FOR FOOD AND DRUG ADMINISTRATION AND CONTROL (NAFDAC), Headquarters Building, 3rd Floor, NAFDCA Wuse Zone 7 - Abuja, upon presentation of evidence of payment of a non-refundable Tender fee of 10,000.00 (Ten Thousand Naira) only, per Lot, paid into the Remita Account/TSA of the NATIONAL AGENCY FOR FOOD AND DRUG ADMINISTRATION AND CONTROL (NAFDAC) through any reputable Commercial Bank in Nigeria and collection start from Monday 3rd of March 2025 at 9am - 3pm (Monday to Friday)

12.00 noon on Thursday, 3rd of April 2025.

Submission of Tender Documents

Prospective Bidders are to submit bid for each of the Lot desired in two (2) hard copies of the Technical Bid and two (2) hard copies of Financial Bid (including one soft copy each of Technical & Financial Bids in PDF format), packaged separately in sealed envelopes and clearly marked Technical Bid" or "Financial Bid". Thereafter, put the two sealed envelopes together in a bigger envelope addressed to the Director General, National Agency for Food and Drug Administration and Control (NAFDAC), Wuse Zone 7 - Abuja, and clearly marked with the Name of the Project and Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the Bidder and should be deposited in the Tender Box at:

Opening of Bids / EOI Documents
  • Only the Technical Bids will be opened immediately after the deadline for submission at 12.00 noon on Thursday, 3rd of April 2025, at the Conference Room, National Agency for Food and Drug Administration and Control (NAFDAC), NAFDCA Office, Wuse Zone 7- Abuja, in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened.
  • Please, ensure that you sign the Bid Submission Register at the address stated above, as the Agency will not be held liable for misplaced or wrongly submitted bids.
General Information
  • Bids and Expressions of Interest must be in English Language and signed by an official authorized by the bidder.
  • Further details are as specified in the Bid Documents, and each shall be evaluated and awarded as a separate Lot/Project.
  • Bids and Expressions of Interest submitted after the deadline for submission would be returned unopened.
  • Bidders should not bid for more than two (2) Lots.
  • Technically qualified bidders for Categories A & B will be contacted at a later date for Financial Bid Opening while Financial Bids of unsuccessful bidders will be returned unopened.
  • Only shortlisted firms for Category C will be contacted at a later date for collection of Tender Documents.
  • All costs will be borne by the bidders as the Agency will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation.
  • Non-compliance with the Conditions stated therein will lead to automatic disqualification of the bidder from the bidding process.
  • The Agency is not bound to Technically-qualify/shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
