Introduction
- The Shell Nigeria Exploration and Production Company Limited (SNEPCO), operator of Oil Mining Lease 118 on behalf of itself and other Co-ventures consisting of Nigerian Agip Exploration, Total Energies Nigeria and Esso Exploration and Production Nigeria (Deepwater) Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company Limited (NNPC) hereby invites reputable and competent Nigerian Companies with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bid list for the Provision of Drilling System Services listed in the scope of work below to apply for inclusion into the bid list of the tender.
Scope of Work / Service Requirements
The work scope shall include the following:
Directional Drilling, Measurement While Drilling and Formation Evaluation While Drilling Service:
- The latest available technology/ software for Well trajectory design, drill string/BHA design and analysis of engineering models/simulations per hole section.
- Fit for purpose MWD (probe and collar MWD) systems including Gamma Ray, Direction and Inclination services deployable in both benign and tough drilling applications including HPHT, with modern software for trajectory platting and MWD survey corrections.
- Accurate measurement systems for downhole annular drilling pressures as well as monitoring of downhole lateral, axial and torsional vibrations.
- Formation Evaluation While Drilling (FEWD) services to include Attenuation & Phase Shift Resistivity, Neutron Porosity, Bulk Density and Sonic measurements for various hole sizes down to slim hole applications. Seems sampling is missing.
- Latest version of Rotary Steerable Systems (including both Push-the-Bit and Point-the-Bit systems) and Geo-steering systems deployable across various hole sizes.
- Formation Pressure Evaluation While Drilling systems.
- Gyra While Drilling systems.
- High performance (Positive displacement and Turbine) mud motors including short radius mud motors and associated BHA accessories.
- Drilling optimization tools including Drilling Jars (Mechanical & Hydraulic), Shock subs, Thrusters and Non-magnetic Drill Collars
- Float Subs c/w Valves, Other subs (orienting, lifting, bit sub c/w ported float valves), Float valves (ported), Non-magnetic valves.
- Circulation sub for controlling flow of fluid down the BHA or the annulus.
- Rig Site personnel and shore logistical and maintenance personnel and equipment for the safe and efficient execution of the Work
- Competent and adequately experienced DDs, MWD and FEWD Engineers with up-to-date knowledge of relevant fit for purpose software to support modern Directional Drilling, Formation Evaluation While Drilling and integrated measurement/evaluation systems.
Basic and advanced mud logging service:
- Full suite advanced Mud logging services (certified mudlogging unit, equipment, and personnel)
- Full suite of unitless data acquisition system (equipped with current barrier to protect the rig SCR and UPS)
- Calibrated Fluid Extraction and Advariced Mud Gas Characterization consisting of: Heated, constant volume or semi permeable extractors; In and Out probes to identify recycling of gas, high-speed Gas Chromatograph OR Gas Chromatograph-Mass Spectrometer
- Service required for purposes such as: Real time data/interpretations to assist drilling decisions; optimization of wire line logging, sampling operations and Characterization of the fluids. Realtime Pare pressure prediction.
- Formation sampling; sample catching and analysis and formation evaluation services.
- Gas detection, analysis, and evaluation. Continuous gas and kick detection including the provision and operation of alarm system.
- Presentation of charts containing drilling activity parameter, geological description, and gas record as well as the over-pressure detection logs
- Fully automated, computerized system for measuring, monitoring, recording, and transmitting acquired data in specified format. Log quality control and processing.
- Detection of key parameter (e.g. pit level, gas readings, mud density, conductivity, drilling orcirculation parameters, geology)
- Suitable qualified and competent personnel in support of all mud logging operations.
Coring Service:
- Deliver all planning activities required for a successful coring operation: core acquisition, recovery/retrieval, core processing, etc.
- Provide detailed coring program showing simulation results and specifying optimum coring parameters.
- Provision of all standard and non-standard coring BHA which includes but not limited to core head (bit), outer/inner barrel, bumper sub if required, circulating sub/multi activation bypass system (PBL sub), float sub with float valve (flapper type non ported or ported as required), drill collars, stabilizers, jar and the application of most recent tools/technology.
- Surface handling of acquired cores, including marking and natural GR surface logging.
- Preservation of cores at rig site by cutting into requested sections and injection with using epoxy-resin.
- Transportation of cores to the designated location to avoid compromising core quality.
Drilling Bits:
- The latest available technology/software for drilling bits design and engineering analysis.
- All types and sizes of premium drillings bits (PDC and tricones), under reamers and hole openers.
- Tricone bits with proven history of drilling from surface to section TD for top holes in one run and tricone/pdc shoe-to-shoe for other hole sections.
- Rotating and Non-Rotating Near Bit Reamers, Adjustable Downhole Reamers.

- To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendor in the NJQS product Package 3.04.07 Measurement While Drilling (MWD)/Logging While Drilling (LWD) Services; 3.04.06 Mud Logging Services; 1.01.09 Drilling Bits. category in NipeX Joint Qualification System (NJQS) data base. All successfully pre-qualified suppliers in this category will receive a Technical/Commercial Invitation to Tender (ITT).

Nigerian Content Requirements
Tenderers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 as non-compliance will constitute a FATAL FLAW in all tender evaluations. In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
- Demonstrate that entity is a Nigerian registered company. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article ofassociation and/or evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
- Tenderers shall provide evidence of NCEC demonstrating ownership of equipment to execute the work scope as follows:
- Coring Service and Directional Drilling, Measurement While Drilling and Formation Evaluation While Drilling Service: In line with the latest NCDMB NCEC approved guideline, bidders shall provide NCEC Category 1, 2, 3, 4, or 5 under the Support and Services (SS) group demonstrating ownership of equipment (not limited to Directional Drilling Unit and Systems, Measurement While Drilling Tools, Formation Evaluation While Drilling Tools, coring tools) to execute the work scope.
- Drill Bit: In line with the latest NCDMB NCEC approved guideline, bidders shall provide NCEC Category 1, 2, 3, 4, or 5 under the Procurement and Supplies group demonstrating capacity to procure Drill bits in the Nigerian oil and Gas industry.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to beperformed in Nigeria and those by Nigerian resources relative to total work volume.
- Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to: (failure to provide this undertaking letter will constitute a fatal flaw)
- Complying with the latest approved version of NCDMB HCD guideline to providing Project-specific training, man-hour, budget, skill development and understudy plan for Nigerion personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB. Tendered shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to the Operator.Tenderer shall provide documented evidence (not limited to ownership/rental of administrative office, maintenance workshop) demonstrating presence in Nigeria for the execution of the work scope.

- All cost incurred in registering and prequalifying for this and other product/service categories shall be barne solely by suppliers.
- Suppliers that are prequalified for this product/service category in NJQS must ensure that the nameand contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
- SNEPCO shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.All respondents to SNEPCO must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD)
- All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance.
