Introduction
- TotalEnergies EP Nigeria Limited, TEPNG (COMPANY) plans to engage the services of qualified Contractors to provide ad-hoc engineering consultancy services on a call-out basis to support TotalEnergies Upstream Nigeria Limited (TUPNI) operations.
- Contractors shall be fully capable of performing their services as defined in Lagos and/or Port Harcourt.
- The Engineering Consultancy Services will support COMPANY's Facilities Engineering from small to large size capital project portfolios. Availability to commence provision of these ad-hoc services is estimated to be in Q3, 2025.
Scope of Work
The scope of work for the Engineering Consultancy Services Agreement includes but should not be limited to:
- Ad-hoc Provision of engineering services to support TEPNG/TUPNI's Facilities Engineering Capital Projects Portfolio.
- The Ad-hoc Engineering Consultancy Services required shall include but not limited to: Feasibility studies, conceptual design, basic engineering (BE), front-end engineering and design (FEED), detailed engineering (DE) and follow-on engineering (FOE).
- Ad-hoc Engineering Consultancy Services for the design, installation, modification and/or addition of oil, gas, water handling, and process services for typical facilities offshore (i.e. -Deep water: FPSO, subsea production system and pipelines, etc. Shallow Water: Process and drilling platforms, subsea pipelines, FSO, FPU, etc.) and onshore (i.e. oil terminals, flowlines, pipelines, oil clusters, gas plants, flow stations, etc.).
- Ad-hoc Engineering Consultancy for Infrastructure projects (buildings, roads, drainage culverts, civils and community development works) in COMPANY's onshore sites.
- Ad-hoc Provision of sufficient engineering consultancy personnel to support all projects management activities related to the delivery of engineering consultancy services for the duration of the contract.

Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the 3.01.01 (Engineering Services, Project Administration Services, Contracting, Engineering, Multi-Discipline) category in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this category will receive an Invitation to Tender (ITT).

- If you are not listed in a product/service category and you are registered with DPR to do business, contact Nipex office at No. 27B Oyinkan Abayomi Drive, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
- To initiate the JQS pre-qualification process, access www.nipex-ng.com to download application form, make necessary payments and contact NipeX office for further action.
- To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.
Nigerian Content Requirements
- Demonstrate that entity is a Nigerian-registered company with greater than 51% Nigerian shareholding. Submit certified true copies of forms CO2 and CO7, Provide evidence of registration on NCDMB NOGIC JQS and NUPRC certificate.
- Provide detailed description of location of in-country committed facilities and infrastructure (not limited to Technical/Administrative office, etc.) in Nigeria to support this contract.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Provide evidence of Category 1, 2, 3, 4 & 5 under Consultancy Services (CS) group demonstrating the capacity and capability to deploy Engineering Support personnel to execute the work scope.
- Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Projectpecific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Provide All Engineering activities - Conceptual studies, FEED, Detailed engineering etc. shall be executed in a COREN registered company having valid practicing license and ensure 100% domiciliation of man-man-hours in-country of project management not limited to Interface management, project control, planning, HSSE etc.
- Ensure during the execution phase (prior to company or contractor's issuance of RFQ, work order, contract call-offs or P.O.s) it shall obtain NCDMB approvals for the acceptable vendors list (AVL) to be utilized and deployed for the project procurement plan (company & contractor procured items) and the sub-contracting plan.
- NOTE: Failure to comply with the provision of the Nigerian Content Act 2010 or to demonstrate commitment to the development of the Nigerian Content Policy shall result in the disqualification of the tenderer from the bidding process.
Additional Information
- Failure to provide any of the listed documents or information may automatically disqualify the Tenderer.
- All costs incurred in registering and prequalifying for this and other service categories in NJQS shall be borne solely by the Tenderer.
- This advertisement of "Tender Opportunity" shall neither be construed as an invitation to Tender (ITT) nor a commitment on the part of NNPC/TEPNG to award a contract to any supplier and/or associated companies, subcontractors or agents, nor shall it entitle companies to make any claims whatsoever and/or seek any indemnity from NNPC/TEPNG or any of their affiliates.
- The ITT and any further progression of this tender shall be via NipeX. Interested Tenderers are therefore advised to ensure that their profiles in NipeX are active with a valid official email address accessible by their organization as this shall be the only means to transmit the ITT.
- Tendering process will be the NNPC contracting process (Double Envelope Tenders (DET)) requiring pre-qualified companies to submit technical and commercial tender at the same time. Following a technical review, commercial tenders of technically and financially qualified contractors will be evaluated.
- Man-hour figures for Capital Project Portfolios are estimates to provide definition to the scope and do not constitute guaranteed quantities.
- COMPANY will only recognize and correspond with duly authorized officers of the pre-qualified Tenderers and NOT through individuals or agents acting on their behalf.
- Interested Tenderer(s) should note that TEPNG has very cordial relationship with the host communities of the sites where these services may be performed based on existing Memorandum of Understanding (MOU). Prospective tenderer(s) will be required to implement the obligations of the MOU as part of their contract.COMPANY reserves the right to award one or more contracts from this Call for Tender Process.
