Introduction
- The Shell Nigeria Exploration and Production Company Limited (SNEPCO), operator of Oil Mining Lease 118 on behalf of itself and other Co-ventures consisting of Nigerian Agip Exploration, Total Energies Nigeria and Esso Exploration and Production Nigeria (Deepwater) Limited under a Production Sharing Contract (PSC) with Nigerian National Petroleum Company Limited (NNPC) hereby invites reputable and competent Nigerian Companies with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bid list for the Provision of Electric Wireline Logging Services (EWL) listed in the scope of work below to apply for inclusion into the bid list of the tender.
Scope of Work / Service Requirement
The service contract will cover the following categories:
- Conventional Open Hole Logging.
- Conventional Cased Hole Logging.
- Normal Pressure/Temperature (NPNT) Logging Operations.
- Carbon-Oxygen logging utilizing radioactive source tools subject to validNNRA license.
- Production Logging and Formation Testing services.
- Drill pipe or tubing punching.
- Run/set packers, cement retainers and/or bridge plugs.
- Pipe Recovery Services.
- Wireline Directional (Gyro) Logging & Downhole Camera Services.
- Specialist Wireline Tractor Conveyance, Mechanical Pipe Cutter, Vacuum pump/Well cleaner/milling; Heavy Duty e-Cutter.
- Deploy other 3P equipment as required.

Note: Only Tenderers who are LIVE and pre-qualified with NJQS Product codes 3.04.09 (Electrical Logging/Calibration Services) and 1.01.10 (Wireline Equipment & Accessories) as of 1600 hrs on March 12, 2025, being the advert close date, shall be invited to submit technical bids.
Mandatory Requirement
- To be eligible for this tender exercise, interested suppliers are required to be pre- qualified in the 3.04.09 (Electrical Logging/Calibration Services) and 1.01.10 (Wireline Equipment & Accessories). All successfully pre- qualified suppliers in this category will receive an Invitation to Technical Tender (ITT).
- To determine if you are pre-qualified and view the product/service category you are listed for; open www.vendors.nipex-ng.com and access NJQS with your log-in details, click on 'Continue Joint Qualification Scheme tool', then on 'Check my supplier status' and then click "Supplier product group'.
- To qualify you must have Category A NIGERIAN CONTENT COMPLIANCE CERTIFICATE (NCCC) issued by Nigerian Content Development and Monitoring Board for Provision of services within these scopes.
- If you are not listed in the product/service category but you have registered with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to do business in the Nigerian Oil & Gas Industry, contact the NipeX administration office at 27b Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for verification and necessary update.
- To initiate the NJQS pre-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.
- To be eligible, all tenders must comply with the Nigerian content requirements in the NipeX system.
Nigerian Content Requirement
- SNEPCO is committed to the development of the Nigerian Oil and gas business in compliance with the Nigerian Content Act 2010 for Nigerian Content Development.
- As from the commencement of this Act, the minimum Nigerian Content in any project, service, or product specification to be executed in the Nigerian oil and gas industry shall be consistent with the level set in the Schedule of the Act and any other targets as may be directed by the Nigerian Content Development and Monitoring Board (The Board)
- Tenderer(s) shall comply with all the provisions of the Nigerian Content Act that relate to this advert and in comply with the minimum Nigerian Content percentage for the scopes which are covered in the Schedule of the Act.
- This also includes and any other requirement that may arise from time to time not explicitly stated in this advert, but which apply to the services in fulfilment of the Nigerian Content Act, in the submission of their Tender.
- Failure to fully comply with the Nigerian Content Act or demonstrate commitment to Nigerian Content Development Policy of the Nigerian government shall result in the disqualification of the tenderer from the bidding process.
As part of their submissions:
- Tenderer shall demonstrate that the entity is a Nigerian registered company. Also, provide form CO2 and CO7, evidence of registration with NCDMB NOGIC JQS and NUPRC certificate.
- Tenderer shall provide Location of in-country facilities (not limited to administrative office, fabrication yard, in-country maintenance workshop) demonstrating presence and investment in Nigeria for the execution of the workscope.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Tenderer shall (via a letter of undertaking utilizing its letter headed paper) committo:
- Complying with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- In line with the NOGICD Act, deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB. Tenderer shall ensure that the 1% NCDF for all subcontracts must be priced into the commercial submission to be submitted to Operator.
- Tenderer shall provide valid category 1,2,3,4 or 5 Service and Support group NCEC, demonstrating ownership of Electrical Wireline Unit for the execution of the work scope.
Additional Information
- All cost incurred in registering and prequalifying for this and other product/service categories shall be borne solely by suppliers.
- Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
- SNEPCO shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.
- All respondents to SNEPCO must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD) All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance. Non-Compliance is a FATAL FLAW.
- This advertisement of "Invitation to tender" shall not be construed to be a commitment on the part of NNPC/SNEPCO to award any form of contract to any company and/or associated companies, sub-contractors, or agents; nor shall it entitle any company submitting documents to claim any indemnity from NNPC/SNEPCO and/or any of its partners.
