Introduction

The Shell Petroleum Development Company of Nigeria Limited (SPDC), in its role as Operator of the NNPC / SPDC / Total Energies / NAOC Joint Venture hereby announces to interested and prequalified companies an upcoming tendering opportunity for the Provision of Seismic Tape Storage Services for SPDC and external contractor facility.
The proposed contract will commence in 2025 and remain active for five-year duration, followed by two-year extension option.

Scope of Work
Scope of activities under this contract include the following:

Fixed periodic and Call-on/call-off supply of Seismic TapeStorage Services:
- Seismic Tape Storage
- Storage/Retrieval of seismic Tapes
- Insertion of new tapes into the database
- Tape transcription Services
- Tape/Data Recovery services
- Scanning services
- Tape transportation services
- Environmentally friendly tape disposal services.

All services will be delivered in-country by Nigerians, and the spend is in either all Naira or split of Naira/Dollar depending on the particular work scope.

Mandatory Requirements

To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendor in the: 3.10.16 Seismic Data Management/Geophysical Services (Product/Services) category in Nipex Joint Qualification System (NJQS) database. Only successfully pre-qualified suppliers in these categories will receive combined Invitation to Technical and Commercial Tender (ITT).
To determine if you are pre-qualified and view product/service category you are listed for, open vendors.nipex-ng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
If you are not listed in a product/service category you are registered with NUPRC to do business, contact NipeX office at No 27B Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for necessary update.

To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.

Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and provide the following requirements:

Tenderer shall provide evidence of being a Nigerian indigenous company having more than 51% of Nigerian equity shareholding in the registered entity. Tenderer shall submit certified true copies of CAC forms 10, 02 and 07.
Tenderer shall provide evidence of registration on the NCDMB NOGIC JQS; NUPRC Permit, etc.
Tenderer shall provide evidence of Category 1,2,3,4 or 5 Consultancy Services (CS) group NCEC demonstrating capacity and capability to execute seismic Tape storage and data management services in accordance with the NCDMB published NCEC guideline
Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (not limited to technical office, and administrative space) in Nigeria to support this contract.
Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Additional Information

All costs incurred in preparing and processing NJQS prequalifi-cation shall be to the contractor's accounts.
This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
SPDC will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
