Introduction
- Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SPDC/TotalEnergies /NAOC Joint Venture hereby invites reputable and competent Nigerian Companies and alliances with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bidders list for subject tender for the Provision of Well Engineering Support Services
Scope of Work The scope of work covered under the proposed project shall include but not be limited to the following:
- Rig Supervision Services
- Well Completions Supervision Services
- Well Drilling Engineering Services
- Well Completions Engineering Services
- Well Intervention Supervision Services
- Well Intervention Engineering Services
- Completion and Well Intervention Workshop Management/Equipment QA/QC
- Well Engineering Coaching Services
- Completion and Well Intervention Coaching Services
- Drilling and Wellhead Equipment QA/QC
- OCTG QA/QC/TPI Services
- MUD QA/QC Services
- Project Management Services (Office team)
- Operations Management Services.

Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be prequalified as essential service vendor in the NJQS Product Code 3.01.07 Engineering Support Services category in NipeX Joint Qualification System (NJQS) data base. Only successfully prequalified suppliers in this category will receive combined Technical & Commercial Invitation to Tender (ITT).
- To determine if you are prequalified and view product/service category you are listed for, Open http://vendors.nipexiqs.com and access NJQS with your login details. Click on Products/Services Status tab to view your status and product code.
- If you are not listed in a product/service category you are registered with DPR to do business, contact NipeX office at 8/10, Boyo Kuku Street, Ikoyi, Lagos with your DPR certificate as evidence for verification and necessary update.
- To initiate the JQS prequalification process, access www.nipexng.com click on services tab followed by NJQS registration.
- To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
Nigerian Content Requirements Tenderers are to note that they will be requested during the technical tender to give full details of their relevant strategy to ensure that they fully comply with the Nigerian Oil & Gas Industry Content Development (NOGICD) Act, 2010 as noncompliance will constitute a FATAL FLAW in all tender evaluations. In line with the above, Tenderers will be required to ensure that information on the following, among others, is included in their technical submission:
- Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
- Tenderers shall provide evidence category 1, 2, 3, 4 or 5 Consultancy Services (CS) group demonstrating capacity and capability to deploy well engineering support personnel to execute the work scope.
- Provide evidence of what percentage of your key management positions is held by Nigerions and what percentage of the total work. force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerion resources relative to total work volume.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing ProjectSpecific training, manhour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Tenderer shall provide Location of incountry facilities (not limited to administrative office) to execute the work scope.
Additional Information
- Expected Contract Award Date: Q2 2025
- Contract duration: 5 years firm with extension option of 2 years.
- All cost incurred in registering and prequalifying for this and other product/service categories shall be borne solely by suppliers.
- Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
- SPDC shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.
- All respondents to SPDC must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD) All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance. NonCompliance is a FATAL FLAW.
- Technical details and specification of the rigs required will be issued to prequalified vendors in the relevant categories via the Technical ITT.
- This advertisement of "Invitation to Tender" shall not be construed to be a commitment on the part of NNPC/SPDC to award any form of contract to any company and/or associated companies, subcontractors, or agents; nor shall it entitle any company submitting documents to claim any indemnity from NNPC/SPDC and/or any of its partners. NNPC/SPDC reserves the right to take final decision on any of the documents received in the prequalification/ Technical package.
