Introduction

  • Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SPDC/Total Energies /NAOC Joint Venture hereby invites reputable and competent Nigerian Companies and alliances with the requisite expertise, experience, skilled manpower and technology to apply to be considered for inclusion in the bidders list for subject tender for the Provision of QA/QC and Inspection Services
  • The contract for the works shall be on call-off basis and there will be no guarantee of minimum works.
  • Bidders will be expected to demonstrate their capability and capacity to accept and deal with the financial and technical complexities associated with a contract of this magnitude and this evidence will be required in the next stages of this Tender.
  • SPDC hereby invites submission from reputable and competent Nigerian registered companies having requisite proven experience in Provision of QA/QC and Inspection Services and all other works within the scope of works for Provision of QA/QC and Inspection Services.

Scope of Work
The QA/QC and Inspection services are critical to SPDC onshore and offshore operations, HSE, Quality, Production, Pipeline Maintenance and Project Delivery. The services to be provided consist of the items listed below:
  • Provision of quality control and inspection services covering Mechanical, Electrical, Instrumentation, Civil, Coating, HSE, Pipeline Integrity inspection (including ROW monitoring), Document Control/Technical Clerks, including operational vehicles required for these services.
  • Quality Control at worksites and Fabrication sites
  • Statutory Inspection and certification of pressure vessels, tanks relief valves, piping systems etc.
  • Certification, audit, and performance monitoring of companies providing NDT services to Shell companies in Nigeria, including procurement, Storage, transportation, use and disposal of radioactive sources.
  • NDT services such as radiographic tests, UT, PAUT, LRUT, digital radiography, DPI, MPI, holiday detection and Visual inspections etc.
  • Mechanical tests like hardness, bend, charpy impact, nick break, tensile, spectrometry, macro-examinations, micro-examinations etc.
  • Electrical, structural, civil, soil and other quality/integrity tests etc.
  • Monitoring and reporting of Non-Conformity and Corrective actions.
  • Inspection of Lifting Appliances lifted equipment and accessories in all SHELL Operational locations land and Swamp.
  • Inspection equipment for the services above.

Note: Only Tenderers who are registered and have a "LIVE" status in the relevant NJQS product/category as of February 28, 2025, by 4pm, being the advert close date and are ethically compliant shall be invited to submit technical and commercial bids.

Mandatory Requirements
 
  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified and active in all specified NJQS product codes; 3.07.08 (Laboratory Testing Services), 3.07.01 (Non-Destructive Testing), 3.02.01 (Quality Assurance QA /QC Consultancy) and 3.02.04 (Human Resources and Development Consultancy) as at advert closing date for both the Technical and Commercial bids exercises.
  • Only tenderers that show evidence of Provision of QA/QC and Inspection Services with multi-discipline experience in the oil and/or gas industry shall be considered.
  • Tenderers without demonstrable experience will not be considered.
  • Tenderers without demonstrable experience in managing own staff in line with acceptable worker welfare standards will not be considered.
  • Provide evidence of 1% NCDF payments (including subcontracts) for all past projects executed by the Tenderer in the Nigerian Oil and Gas industry.
  • Tender must be pre-qualified as essential service vendor in all the following categories in NipeX Jaint Qualification Systern (NJQS) data base.:
    • 3.07.08 Laboratory Testing Services,
    • 3.07.01 Non-Destructive Testing,
    • 3.02.01-Quality Assurance QA/QC Consultancy, and
    • 3.02.04 Human Resources and Development Consultancy

  • To be eligible, all tenders must comply with the Nigerian Content Requirements in the Nipex system.
Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and provide the following requirements:
  • Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent: CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity's incorporation, shareholding & ownershipstructure in Nigeria.
  • Tenderer shall provide evidence of any valid category 1,2, 3, 4 or 5 Quality Control Inspection and Testing NCEC demonstrating capacity to deploy trained personnel and equipment to execute the work scope
  • Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)
  • Tenderer shall provide Location of in-country facilities (not limited to administrative office, in-country maintenance workshop) demonstrating presence and investment in Nigeria for the execution of the work scope.
Additional Information
  • Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS all the relevant product/service categories.
  • All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
  • This advertisement shall neither be construed as any form of commitment on the port of THE SHELL PETROLEUM DEVELOPMENT COMPANY LIMITED to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from THE SHELL PETROLEUM DEVELOPMENT COMPANY LIMITED and or any of its partners by virtue of such companies having been prequalified in NJQS.
  • The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit both technical and commercial tenders together.
