The Borno State Government invites reputable and suitably qualified contractors to submit their bids for the Construction of Blocks of 12 Sharia Courts (Sharia Court Complex) at Shehu's Palace Area Maiduguri. Interested contractors should possess relevant qualifications and experience.




The Borno State Government through the Ministry of Justice in compliance with Borno State Bureau on Public Procurement law 2019 invites reputable and suitably qualified contractors to submit their bids for:

Location: Maiduguri, Borno

Eligibility Requirements
  • Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Article of Association, (Form CAC 02 & CAC 07).
  • Evidence of Valid Registration with Borno State Bureau on Public Procurement and payment of relevant fees.
  • Evidence of Company's Income Tax Clearance Certificate (TCC) for the last three years.
  • Evidence of PENCOM (Current Pension Clearance Certificate).
  • Evidence of Current Nigeria Social insurance Trust Fund (NSITF) Compliance Certificate.
  • Audited financial Report and Account for the last three years.
  • Verifiable Documentary Evidence of at least three (3) similar works successfully/ongoing project, including Letter of Awards, Contract Agreements, job completion certificates and photographs of the project.
  • Company's Profile, with Curriculum Vitae of relevant professionals/ Technical Staff to be deployed for the project.
  • Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows;
    • That the company is not in receivership
    • Compliance with Public Procurement Law, 2019.
    • That the Director(s) has/have never been convicted by any court of law
    • That the Company has not been debarred by any Government Agency
    • NB:There is a waiver for item 4&5 for domestic tenderers (Borno State Indigenous Contractors).
Collection of Tender Document
Interested eligible Bidders may obtain further information and collect the tender documents from Director Planning Research and Statistics (DPRS) of the Ministry of Justice, Musa Usman Secretariat Maiduguri upon payment of appropriate non refundable Tender fees, from 4th February, 2025 to 24th February, 2025.

24th February, 2025.

Submission of Tender

Completed Technical and Financial bids should be submitted in two (2) different envelopes labelled "Technical Bid" and "Financial Bid" respectively with the company name indicated at the back of the envelop. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to: The Chairman Tenders Board, Borno State Ministry of Justice, Musa Usman Secretariat, Maiduguri on or before 24th February, 2025. Bidders are to ensure that they sign all pages of the Bidding Documents.

Opening of Technical Documents
Tender will be opened immediately after the date line for submission at 12:00 noon, 24th February, 2025, in the conference hall of the Ministry. Please also ensure that you sign the Bid Submission Register, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

  • Tenders submitted after dateline of submission will be rejected.
  • Borno State Ministry of Ministry of Justice is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 of the Borno State Public Procurement Law, 2019.
  • Any tender that does not comply with the above requirements or any form of deviation from the requirements will be rejected.
  • The Financial bid of only an eligible candidate that met the requirement of the Ministry would be considered
