Introduction
- Chevron Nigeria Limited (CNL) invites interested and prequalified service providers for this tender opportunity for the Provision of Sand Control and Stimulation Services at company's operational areas.
- The proposed award strategy is multiple contracts of five (5) years term with an option of two (2) years extension.
Scope of Work
The scope of work for the services includes but not limited to the following:
- Personnel, Equipment, Materials, and deliverables for the provision of cementing and related services in support of Company's operations.
As a minimum, contractor shall be responsible for the supply and provision of:
- Cementing services.
- Cementing equipment or systems.
- Cementing products or materials.
- Consumables
- .Other related equipment and personnel
- Provide facilities and pumping equipment based in the COMPANY operational base.
- Provide equipment required to support a full line of oilfield cementing operations.
- Equipment includes batch mixers, cement pumping units, bulk tanks and air compressors, casing accessories, etc.
- Operations to include but not limited to casing cementing, squeezing, plugging, and acidizing. Contractor to supply a full line of products (cement, chemicals, and other additives) to support these operations.
- Provide 24-hour cement lab facilities (with security and back-up utilities) with the capability to run multiple slurry tests simultaneously. For each job, Contractor will provide highly experienced representative to plan, provide cement engineering services, collaborate with operator engineers, coordinate materials and equipment, coordinate laboratory testing, and provide concise reports on lessons learned and best practices on a 7 day per week basis.
- Provide technically competent and qualified personnel capable of checking status of job-readiness, setting-up, and shop testing tools/equipment prior to shipment to the rig, coordinating materials and equipment movements and executing the job on location.
- Contractor shall have bulk plant, storage, and testing facilities to support JV cementing operations.
- Contractor to provide Job planning engineering analysis, which is not limited to cementing software simulations hydraulics calculations, cement volume calculation, slurry design, and casing centralization.
- Provide office support personnel located in Areas of Operation required to provide logistical, planning, laboratory, and technical support for Drilling and completion fluid services.
- Prepare and submit necessary detailed technical reports and other documentation as directed
- Inspection documents, QA/QC certificates and other related documentation for products and equipment being sent out drilling.

Nigerian Content Requirements
- Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
- Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
- Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
- Tenderer shall demonstrate that entity is a Nigerian-registered company with 51% or more shareholding capacity. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent, CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
- Tenderer shall provide documented evidence (not limited to ownership/rental of administrative office, maintenance workshop) demonstrating presence in Nigeria for the execution of the work scope.
- Tenderer shall provide evidence of Category 1,2,3,4 or 5 Services and Support (SS) group NCEC, to demonstrate ownership of Cernenting equipment to be utilized in the execution of the work scope.
- Tenderers shall provide MOA with local cement manufacturers for the procurement of Class G cement.
- Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Additional Information
- Suppliers eligible for this tender opportunity are expected to be pre-qualified and "live" in NJQS under the product/service category.
- The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
- All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
- Meet the requirement of Static and Dynamic Reservoir Studies.
- This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
- The tendering process shall be the NNPC Ltd contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
