Introduction

Chevron Nigeria Limited (CNL) invites interested and prequalified service providers for this tender opportunity for the Provision of Sand Control and Stimulation Services at company's operational areas.
The proposed award strategy is multiple contracts of five (5) years term with an option of two (2) years extension.

Scope of Work
This Scope of Work (SOW) includes personnel, equipment, materials, and deliverables for the provision of Coiled Tubing Services to support Drilling & Completion program in deep water Nigeria from a dynamically positioned Mobile Offshore Drilling Unit(s) (MODU). As a minimum, the contractor will be responsible for the supply and provision of:

Coiled Tubing Cement Plug back.
Coiled Tubing Plug and Abandon (P&A).
Coiled Tubing Perforation
Coiled Tubing Wellbore Cleanout
Coiled Tubing Zone Switch
Coiled Tubing Cement Placement/ Squeeze
Coiled Tubing Sand Consolidation.
Coiled Tubing Screen Deployment
Coiled Tubing Nitrogen Lift Operations
Coiled Tubing Fishing Operations.
Coiled Tubing Milling Services
Coiled Tubing Well Stimulation, Tubing Pickling and Solvent Soak
Coiled Tubing Flowline acid / solvent treatment
Other Coiled Tubing Services.

Note: Only bidders who are pre-qualified and 'live' with NJQS Product/Category 3.04.18 (Well Overhauling / Stimulation Services) by 16:00 Hours, 3 February 2025, being the advert close date shall be invited to submit technical and commercial bid.

Mandatory Requirements

To be eligible for this tender exercise, interested bidders are required to be pre-qualified and "live" in the 3.04.18 (Well Overhauling / Stimulation Services) category of the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and 'live' suppliers in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender (ITT).

Nigerian Content Requirements

Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage

The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:

Tenderer shall demonstrate that entity is a Nigerian-registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
Tenderer shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
Provide a project-specific organogram showing Names and Nationalities of all key personnel that will execute the work scope for this service (not limited to Operations Manager, Manager/ Accounts, Coiled Tubing Supervisor, Coiled Tubing Specialist, Field Assistance, etc.) to be utilized in the execution of the work scope.
Tenderer shall provide evidence of Category 1,2,3,4 or 5 Services and Support (SS) group NCEC demonstrating ownership of equipment (not limited to Dual Coiled Tubing, Dual Coiled Tubing Reels, Power Packs, Dual Coiled Tubing Spoolers, Coiled Tubing Strippers, etc.) to execute the work scope.
Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

Additional Information

Suppliers eligible for this tender opportunity are expected to be prequalified and "live" in NJQS under the product/service category.
The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
All costs incurred in preparing and processing NJQS prequalification shall be to thecontractor's accounts.
Meet the requirement of Static and Dynamic Reservoir Studies.
This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
The tendering process shall be the NNPC Ltd contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
