The National Primary Health Care Development Agency (NPHCDA) invites interested and qualified bidders for the Printing and Supply of Seed Copies of the Updated Financial Management Tools (Set) for PHCs. Interested bidders should possess relevant qualifications and experience.




The National Primary Health Care Development Agency (NPHCDA) is a Federal Government Agency under the Federal Ministry of Health responsible for development and strengthening of Primary Health Care Services nationwide. The Agency in keeping with the Health Agenda for Change of the present administration is accelerating the implementation of Universal Health Coverage (UHC) through Primary Heath Care (PHC) Programme.

In compliance with the Public Procurement Act, 2007 as regards procurement of Goods, Works and Services, NPHCDA invites interested and qualified bidders for the procurement of the under listed Project in 2024 Appropriation:

Eligibility Requirements
Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out the Project listed above are required to submit the following documents which will be subjected to verification and due diligence by the Agency. failure to fulfil any of the underlisted requirements will render a bid, disqualified:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC.. or CAC, and CAC, Business Name with Form BN1 is also acceptable for Consultancy Services;
  • Evidence of Company's Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2024; with minimum average annual turnover of N20 million for Goods
  • Evidence of Pension Clearance Certificate valid till 31 December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above)
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above)
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
  • Swom Affidavit disclosing whether or not any officer of the relevant committees of the National Primary Health Care Development Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
  • Company's Audited Accounts for the last three (3) years- 2021,2022 & 2023
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
  • Company's Profile with the Curriculum Vitae of Key Staff including copies of their Academic/Professional qualifications etc.
  • Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
  • Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Collection of Tender Documents (Goods)
  • Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Procurement Unit of NATIONAL PRIMARY HEALTH CARE DEVELOPMENT AGENCY, ANNEX OFFICE, NO. 2 UKE STREET OFF AHMADU BELLO WAY GARKI, ABUJA on evidence of payment of a non-refundable tender fee of N10,000.00 only per Lot, paid into the National Primary Health Care Development Agency's Remita account in any reputable commercial bank in Nigeria.

    • Payee full name should be the Name of Company, not individual's name.
  • Bring the print out together with the copies of the Bank Teller with stamp of the Bank on it to the Central Pay Office (CPO) of the Agency's Headquarter at Plot 681/682 Port-Harcourt Crescent, Off Gimbiya Street, Area 11 Garki, Abuja to collect receipt which would be used to obtain bid document at Procurement Unit. Firms interested in Lots NPHCDA/2024/80 to NPHCDA/2024/86 will not pay at this stage until after shortlisting.
Application Closing Date
Monday, 17th February, 2025 (not later than 12:00 noon).


Submission of Bids (Goods)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, put the two sealed envelopes together in a bigger sealed envelope clearly marked with the name of the project and the Lot number and addressed to:

Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped, not later than 12:00 noon Monday, 17th February, 2025, in the designated Tender Box at:

Opening of Technical Bids
  • The technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 17 February, 2025, respectively, at the NPHCDA Headquarter Office, Plot 681/682 Port Harcourt Crescent off Gimbiya Street Garki Area 11 Abuja, in the presence of bidders or their representatives, while the Financial bids will be kept un-opened.
  • Please, ensure that you sign the Bid Submission Register at the NPHCDA Procurement Unit, Annex Office Complex No. 2 Uke Street, off Ahmadu Bello Way, Garki, as the NPHCDA will not be held liable for misplaced or wrongly submitted bids.
General Information
  • The Bids must be in English language and signed by an official authorised by the bidder
  • A Bidder will not be awarded for more than One (1) Lot
  • The documents should be arranged in the order listed above and clearly separated by dividers
  • Companies with poor record of performance at NPHCDAneed not apply.
  • All CAC, TAX Certificates and PENCOM shall be referred to Corporate Affairs Commission, Federal Inland Revenue Service (FIRS), National Pension Commission, Security Agencies and other relevant bodies for VERIFICATION;
  • Only pre-qualified bidders at the technical evaluation will be invited at a later date for financial bids opening, while financial bids of un-successful bidders will be returned un-opened
  • The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies and covered by video recording: invitation link will be sent to bidder who chooses to join the bid opening online
  • This notice shall not be construed to be a commitment on the part of the Agency to award any form of contract to any respondent nor shall it entitle any organisation to claim any indemnity from the Agency
  • The National Primary Health Care Development Agency is not bound to pre-qualify/shortlist any Applicant and reserves the right to annul the Procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007.
