Introduction
- Chevron Nigeria Limited (CNL) invites interested and prequalified service providers for this tender opportunity for the Provision of Sand Control and Stimulation Services at company's operational areas.
- The proposed award strategy is multiple contracts of five (5) years term with an option of two (2) years extension.
Scope of Work
- The scope of Sand Control and Stimulation shall include, but not limited to the following:
- Provide subject Services as directed on 'Call-Out' by COMPANY and per Well Program.
- Perform all Services and provide all Equipment, Materials, and Products, etc., to complete Services.
- Provide Personnel technically competent and qualified to monitor and manage Equipment and Tool Inventory and perform Services.Provide, at CONTRACTOR's Costs, office support Personnel located in Areas of Operations, which are required to provide logistical, planning, laboratory and technical support for Services.
- Maintain locations/areas of CONTRACTOR operations generally in Lagos, Escravos, Onne, or Port Harcourt (or as may be designated) with a Base defined.
- Maintain a comprehensive Inventory of products and Equipment required to successfully carry out Services.
- Prepare and submit necessary detailed Technical Reports and other documentation as directed by COMPANY.
- Provide COMPANY with all Inspection documents and Certificates for Equipment being sent out to Drilling Unit.
- Repair and maintain Materials and Equipment furnished on Drilling Unit in good working order for use on a twenty-four (24) hour basis.
- Have a 'Single Point of Contact' in country and 'On-Call' 24 Hours/Day/7 Days/Week' in Nigeria. CONTRACTOR's Representative shall communicate with COMPANY's Drilling/Completion Staff in Lekki, Escravos and Onne and shall attend meetings with COMPANY's staff when required.

Nigerian Content Requirements
- Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
- Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
- Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations.
- Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
- Demonstrate that entity is a Nigerian registered company. Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.
- Provide evidence of what percentage of key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed by Nigerian resources relative to total work volume.
- Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices) in Nigeria to support this contract
- Tenderer provide evidence of Category 1, 2 3, 4 or 5 services and Support (SS) group NCEC demonstrating ownership of sand control and simulation services equipment (not limited to chemical blending plant, pumps, filtration unit, storage tanks, etc) to utilized in the execution of the work scope.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Additional Information
- Suppliers eligible for this tender opportunity are expected to be prequalfied and "live" in NJQS under the product/service category.
- The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
- All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
- Meet the requirement of Static and Dynamic Reservoir Studies
- This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
- The tendering process shall be the NNPC Ltd contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
- Chevron Nigeria Limited will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents.
