Introduction
- Star Deep Water Petroleum Limited ("SDWPL"), a Chevron company and operator of the Agbami field on behalf of its co- venturers (FAMFA Oil Limited, Prime 127 Nigeria Limited, Equinor Nigeria Energy Company Limited and Nigerian National Petroleum Corporation (NNPC)), invites interested and prequalified companies with relevant experience in the Provision of Tubular Inspection Services.
- The contract is proposed to span a period of three (3) years with a possible optional term of one (1) year duration.
Scope of Work
The successful contractors will provide Tubular inspection Services to SDWPL. The scope of work for the services shall primarily include but not limited to the following:
- Vendor review of Mill Test reports, manufacturing and testing schedules, and test procedures and pass/fail criteria for compliance with API specs, support and/or development of Quality plan. Online quality documentation and manufacturing reviews to support in-mill and in-threaders and in-country nondestructive and destructive testing and inspection.
- Vendor surveillance services at the mill to ensure compliance to COMPANY and relevant API specification, including latest edition of SCT.
- Vendor surveillance services at the port of export and of entry to ensure proper protection, care (including storage that prevents contact with water or excess dust) and handling (including racks and grips composed of appropriate plastic/polymer to prevent oxygen layer degradation of CRAS) of tubular during thetransportation from the mill/manufacturing plant to designated delivery point.
- NDT Inspection services (as per API RP SAS) in variousinternational locations for ex-stock tubular that COMPANY intends to purchase.
- NDT Inspection services (as per API RP SAS) in COMPANY'S operational bases and at rig site before installing of tubular into the well.
- Tubular Maintenance services.
- Qualification and inspection of local threading facilities.
- Note: These services must be provided in strict accordance with SDWPL's established Standard Operating Procedures with a strong emphasis on safety and protection of people and the environment.

Note: Only bidders who are pre-qualified and 'live' with all NJQS Product/Category 3.04.33 (OCTG Services - Cleaning, Hardbanding, Recutting, Rethreading, Storage), 3.07.01 (Non-Destructive Testing (NDT)/NDE Services) and 3.07.02 (Pipeline Flushing/ Inspection/External/Internal Inspection, Pigging Services) by 16:00 Hours, 03 January 2025, being the advert close date shall be invited to submit technical bid.

All successfully pre-qualified and 'live' bidders in this category by the bid close date will receive Invitation to submit Technical and Commercial Tender (ITT).

Nigerian Content Requirements
- Star Deep Water Petroleum Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010. Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service, or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
- Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
- Tenderer shall provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and NUPRC certificate.
- Detailed description of the location of in-country committed facilities &infrastructure (Administrative/Technical offices) in Nigeria to support this contract.
- Provide evidence of percentage of management that are Nigerian Nationals and the percentage of the total workforce that are Nigerians.
- Tenderers shall provide evidence of Category 1, 2, 3, 4 or 5 Quality ControlInspection and Testing (QS) NCEC demonstrating capacity and capability to execute tubular inspections and NDT inspection services.
- Tenderer shall (via a letter of undertaking utilizing its letter headed paper) commit to Comply with the latest approved version of NCDMB HCD guideline to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
Additional Information:
- Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
- The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
- All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
- This advertisement shall neither be construed as any form of commitment on the part of Star Deep Water Petroleum Limited/ Chevron Nigeria Limited to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water Petroleum Limited/Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
- The tendering process shall be the NNPCL contracting process requiring pre- qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
