Title: Expression of Interest (EoI) for the Execution of a Contract for Engineering, Procurement, Installation & Commissioning (EPIC) of a Power Generation System at the Ogbele Integrated Oil & Gas Facility

Introduction
  • Aradel Energy Limited (www.aradel.com) operator of the Ogbele Field invites interested companies with relevant project experience, to make a submission of an expression of interest in the execution of a contract for Engineering, Procurement, Installation & Commissioning (EPIC) of a Power Generation System at the Ogbele Integrated Oil & Gas Facility.
Scope of Work
The scope of work is to provide Engineering, Procurement, Construction, Installation & Commissioning of 6MW, 3.6KV, 50Hz Power (Gas) Generation infrastructure in a 3 x 50% arrangement.
Key scope activities will include but not be limited to:
  • Develop detailed engineering design, procurement, fabrication, installation, construction and hook up of all required field/inter- connection piping and electrical works to enable proper installation and functioning of the new 6MW gas generators.
  • Procurement and delivery of the 6MW gas generator to the Ogbele facility.
  • Procurement of all equipment, bulks, and construction materials necessary to complete and deliver the project.
  • Pre-commissioning and Commissioning of the gas generators including full load Performance test of the generators before handover.
  • Training Aradel operations & maintenance personnel and provision of commissioning and 2 years operational spare parts.The project is expected to be completed in 2 months.
Mandatory Requirements
To be eligible for this tender exercise, interested contractors are required to be registered on the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigerian Content Development and Monitoring Board (NCDMB) service databases and provide evidence of such registration together with the underlisted information/documents for consideration:
  • Detailed list of experience in the delivery of similar projects in the Niger Delta in the last 5 years, giving names of clients, location and cost of the project;
  • Detailed list, with evidence of ownership, of plant and equipment owned by the contractor that is relevant to the provision of the services, indicating age
  • Procurement plan for the Generators and all major equipment and materials
  • Current tax clearance certificate
  • Audited accounts for the last three years (2023, 2022 and 2021) and management accounts for the current year;
  • Technical Partnership/alliances/ Joint Venture proposal including evidence of relationships with Original Equipment Manufacturers, as applicable.
  • Compliance with the minimum Nigerian content requirements as set out in the paragraph below.

Nigerian Content Requirements

Interested Contractors are invited to express complete understanding of and willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance Act 2003. Consequently, bidders' submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.

Interested Contractors shall:
  • Demonstrate that the entity is a Nigerian registered company with greater than 51% Nigerian shareholding.
  • Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
  • Be registered with the NCDMB Joint Qualification System (JQS).
  • Provide evidence of Category 1,2,3,4 or 5 Consultancy services, Category 1,2,3,4 or 5 Procurement and Supplies (PS) Nigerian Content Equipment Certificate (NCEC), Category 1,2,3,4 or 5 Construction and Moveable Equipment (EC) Group NCEC demonstrating capacity to execute the work scope.
  • Provide evidence of what percentage of key management positions held by Nigerians and percentage of the total work force that are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
  • Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing Oil & Gas Trainers' Association of Nigeria (OGTAN) registered trainer(s) or other approved NCDMB training institution(s).
  • Provide Location of in-country facilities (not limited to administrative office) to execute the work scope.
  • Note: Non-compliance with Nigerian content requirements & failure to meet the mandatory requirements stated above are FATAL FLAWS
