Olusegun Agagu University of Science and Technology (OAUSTECH), Okitipupa, Ondo State invites competent contractors to tender for the Construction and Furnishing of 250-Seater Capacity Lecture Theater. Interested parties should possess relevant qualifications and experience.

Olusegun Agagu University of Science and Technology (OAUSTECH), Okitipupa was established by the Ondo State government in 2008. It was initially named as Ondo State University of Science and Technology (OSUSTECH). The government changed the name to Olusegun Agagu University of Science and Technology (OAUSTECH) in 2019. It is a technology-based institution, which aims at providing the needed manpower training for industrial and technological development of Ondo State and Nigeria as a whole.

The university currently runs academic programmes in Science, Engineering and Engineering Technology, Agriculture, Food and Natural Resources, and Postgraduate Studies. Two additional faculties have been approved by the Governing Council and are awaiting the National Universities Commission (NUC) resource verification/ approval. Also, four new centres have been proposed awaiting Senate approval in fulfilment of the mandate of the university. These are: Centre for Geospatial Science and Technology, Centre for Blue Economy and Innovation, Centre for Business Technology, Centre for Maritime Transport and Logistics, and Centre for Environmental, Climate Change and Marine Studies.

Introduction

Olusegun Agagu University of Science and Technology (OAUSTECH), Okitipupa, Ondo State was appropriated funds in the 2024 TETFund Zonal Intervention for the execution of its project. In compliance with Public Procurement Act, 2007, Olusegun Agagu University of Science and Technology. Okilipupa hereby invites competent contractors with relevant experience and good track records to tender for the execution of the following project.

Eligibility Requirements
Interested companies should submit the following documents:

Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC 7
Evidence of Company's Income Tax Clearance Certificate for the last three (03) years (2021, 2022, and 2023) valid till 31st December, 2024
Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above):
Evidence of Industrial T al Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above):
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid 31st December, 2024
Evidence of Registration on the National database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31st December, 2024 or valid certificate issued by the Bureau of Public Procurement (BPP)
Sworn affidavit disclosing whether or not any officer of the relevant committees of Olusegun Agagu University of Science and Technology, Okitipupa, Ondo State or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the project when needed
Company's Audited Accounts for the last three (3) years-2021, 2022 & 2023
Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificate, Job Completion Certificates and Photographs of the projects
Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic Professional qualifications such as COREN, QSREN, ARCON, CORBON, SURCON, etc.:
For Supply of Equipment Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs)
List of Plants/Equipment with Proof of Ownership/Lease Agreement;
For Joint Venture Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should tCo Clearcate cateeach JV partner)
Note: All documents for submission must be transmitted with a Covering Forwarding letter under the Company Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.). and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page du signed the authorised officer of the firm

Collection of Tender Documents

Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Ag. Head of Procurement Department on payment of a non-refundable Tender Fee of N 10,000.00 per Lot, paid into the OAUSTECH Okitipupa's Remita account in any reputable Commercial Bank in Nigeria.
The School's receipt and photocopy should be attached to the Tender Documents.

Closing Date

12:00 noon, Monday, 6th January, 2025.

Submission of Tender Documents
Prospective bidders are to submit bid for the Lot, (2) two hard copies each of the Technical bid and Financial bid with softcopy of Financial bid only in MS Excel Format, packaged separately in sealed envelope and clearly marked as "Technical bid or Financial bid. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Vice-Chancellor, Olusegun Agagu University of Science and Technology, Okipupa. The Lot number and the title of the project should be written at the top-left corner of the envelope and should bear the name of the tendering contractor on the reverse side of the envelope. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped, not later than 12:00 noon, Monday, 6th January, 2025, in the designated Tender Box in the office of the Vice-Chancellor.

Opening of Technical Bids

Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 6th January, 2025 at the Vice-Chancellor's Conference Room, in the presence of bidders or their representatives, while the Financial bids will be kept un-opened.
Please, ensure that you sign the Bid Submission Register in the office of the Ag. Head of Procurement Department, as Olusegun Agagu University of Science and Technology. Okitipupa, Ondo State will not be held liable for misplaced or wrongly submitted bids.

General Information

Bids must be in English language and signed by an official authorised by the bidder,
Bids submitted after the deadline for submission would be returned un-opened:
OAUSTECH, Okitipupa will only recognise and correspond with only authorised officers of the tendering companies and NOT through individuals or agents acting on their behalf
All costs will be bome by the bidders
Only the Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies:
Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
Only pre-qualified bidders at technical evaluation will be invited at a later date for Financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
OAUSTECH, Okilipupa is not bound to pre-quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
