National Identity Management Commission (NIMC) operates and regulates matters of national identity in Nigeria with services covering National Identification Number (NIN) enrolment and issuance, National e-ID card issuance, identity verification as well as data harmonization and authentication.

Introduction
- The Federal Government of Nigeria has received financing from the World Bank, European Investment Bank (EIB) and Agence Française de Développement (AFD) and intends to apply part of the proceeds toward payments under the contract for the Engagement of a System Integrator for the Design, Supply, Commissioning, Support and Maintenance of the NIMS 2.0 Information System.
- The Project Implementation Unit of the Nigeria Digital Identification for Development Project (ID4D) now invites sealed Proposals from eligible Proposers for the Engagement of a System Integrator for the Design, Supply, Commissioning, Migration, Support and Maintenance of the NIMS 2.0 Information System.
Bidding Procedure
- The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" dated September 2023 ("Procurement Regulations") and is open to all eligible Proposers as defined in the Procurement Regulations.

- Interested eligible Proposers may obtain further information from the Project Implementation Unit of the Nigeria Digital Identification for Development Project (ID4D), Ihiabe A. David Procurement@nigeriadid4d.org, David.ihiabe@nigeriadid4d.org, and inspect the request for proposals document during office hours 0900 to 1700 hours at the address given below.

- The request for proposals document in English Language may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Twenty-Five Thousand Naira or 15 USD.

- Electronic submission will not be permitted.
- Late Proposals will be rejected.
- The outer Proposal envelopes marked "ORIGINAL PROPOSAL", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Proposers' designated representatives and anyone who chooses to attend, at the address above at the Conference Room Ecosystem Building, 12 Noon, 3rd February 2024.
- All envelopes marked "FINANCIAL PART" shall remain unopened and will be held in the safe custody of the Purchaser until the public opening of the financial proposals.
- All Proposals must be accompanied by a Proposal Security of US$ 800,000 or equivalent in the form of bank guarantee.
- The successful Proposer shall submit the Beneficial Ownership Disclosure Form in accordance with the requirements of the RFP.
