The Nigeria Police Force (NPF) invites competent Insurance Brokers to apply for Pre-Qualification for the Procurement of Property Insurance Scheme for Police Buildings, Marine Boats, Aircrafts, Hangar Premises in Abuja and Lagos, for 2024 Policy Year Officer of the Company (Brokers). Interested Brokers should possess relevant qualifications and experience.




The Nigeria Police Force is the principal law enforcement and the lead security agency in Nigeria. It was designated by the 1999 constitution as the national police of Nigeria, with exclusive jurisdiction throughout the country.

Preamble
  • In compliance with the due process requirements for the procurement of Goods and Services in Federal Government Ministries, Departments & Agencies, the Nigeria Police Force invites competent Insurance Brokers under 2024 appropriation to apply for prequalification for insurance Services only.
Eligibility Requirements
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) Including Form CACL 1 or CAC2 and CAC7
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2024,
  • Evidence of Pension Clearance Certificate valid till 31st December, 2024(this requirement is only applicable to bidders whose number of staff is 15 and above):
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024(this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual tumover is N5om and above);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 orvalid Certificate issued by BPP
  • Swom Affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Nigeria Police Force or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm
    • That all information presented in its bid are true and correct in all particulars
    • That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
    • that the Company is not in receivership, the subject of any form of insolvency or bankruptcyproceedings or the subject of any form of winding up petition or proceedings
  • Insurance Brokers:
    • Valid Operational Licence Certificate issued by NAICOM
    • Certified True Copy of Audited Accounts approved by NAICOM
    • Valid and current professional indemnity policy with limit of indemnity not less than N10 million for protection against wrong advice
  • Insurance Companies/Insurers/Underwriters:
    • Operational Licence issued by NAICOM
    • Valid and adequate re-insurance Treaty arrangement
    • Certified True Copy of Audited Accounts approved by NAICOM
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications
  • Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards and Valuation/Job Completion Certificates
  • For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC. Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Swom Affidavit are compulsory for each JV partner)
  • Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Fim's Letter Head Paper bearing amongst others, the Registration Number (RC) as Issued by the Corporate Affains Commission (CAC), Contact Address, Telephone Number(preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names andNationalities of the Directors of the Company at the bottom of the page, duly signed by theauthorised officer of the firm.

Submission of Pre-Qualification Documents
Pre-qualification documents (1 original, 1 copy) should be neatly packaged in a sealed envelope and marked at the top left-hand corner "Confidential Pre-Qualification Document" stating the LOT above only and Addressed to "The Secretary, Nigeria Police Procurement Planning Committee, Nigeria Police Force, Louis Edet House, Abuja. The Sealed envelope should be deposited,
not later than 12:00 noon on 24th December, 2024, in the tender box provided at: Nigeria Police Department of Logistics & Supply (Works),
Garki II, Opposite Old Central Bank, Abuja.

Opening of Pre-Qualification Documents

  • The Pre-qualification documents shall be opened immediately after the deadline for submission at 12:00 noon on 24th December, 2024, at the Department of Logistics & Supply (Works), Garki II opposite old Central Bank, Abuja; in the presence of bidders or their representatives.

  • The notice of Invitation for pre-qualification' shall not be construed as commitment on the part of the Nigeria Police Force, nor shall it entitle any company to make claims whatsoever or seek any indemnity from the Nigeria Police.
  • Bidders can submit through post (Courier Services).
  • The Technical Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online:
  • Only the pre-qualified bidders will be invited at a later date for collection of Tender documents.
  • The Nigeria Police Force is bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liability in accordance with Section 28 of the Public Procurement Act, 2007.
