The Borno State Government through the Ministry of Reconstruction, Rehabilitation and Resettlement invites Interested, reputable and suitably qualified contractors to submit their bids for the Expansion of Monguno General Hospital in Monguno Local Government Area of Borno State. Introduction

  • The Borno State Government through the Ministry of Reconstruction, Rehabilitation and Resettlement in compliance with Borno State Bureau on Public Procurement law 2019 is desirous to undertake Expansion of Monguno General Hospital in Monguno Local Government Area of Borno State, with funding received from World Health Organisation (WHO).
  • Interested, reputable and suitably qualified contractors are hereby invited to submit bids.
Bidding Procedure
  • Bidding will be conducted in accordance with the National Competitive Bidding method and is open to all bidders, who are expected to visit the site and take a picture with the coordinate of the project site and provide upon submission of documents for prequalification.
Eligibility Requirements
  1. Evidence of registration with the Corporate Affairs Commission, including Certified True Copy (CTC) of memorandum and Article of Association, (Form CAC 02 & CAC 07).
  2. Evidence of Valid Registration with Borno State Bureau on Public Procurement and evidence of payment of relevant fees.
  3. Evidence of Company's Income Tax Clearance Certificate (TCC) for the last three years.
  4. Evidence of registration by BPP
  5. Evidence of PENCOM (Current Pension Clearance Certificate).
  6. Evidence of Current Nigeria Social insurance Trust Fund (NSITF) Compliance Certificate.
  7. Evidence of registration by ITF
  8. Audited financial Report and Account for the last three years.
  9. Verifiable Documentary Evidence of at least three (3) similar works successfully completed/ongoing project, including Letter of Awards, Contract Agreements, job completion certificates and photographs of the project.
  10. Company's Profile, with Curriculum Vitae of relevant professionals/Technical Staff to be deployed for the project.
  11. Sworn affidavit from court of competent jurisdiction in Nigeria, disclosing as follows
    • That the company is not in receivership
    • Compliance with Public Procurement Law, 2019.
    • That the Director(s) has/have never been convicted by any court of law
    • That the Company has not been debarred by any Government Agency
  • Note: There is a waiver for item 4, 5, 6 & 7 for domestic tenderers (Borno State Indigenous Contractors).
Collection of Tender Document
  • Interested eligible Bidders may obtain further information and collect the tender documents from Director Planning Research and Statistics (DPRS) of the Ministry of Reconstruction, Rehabilitation and Resettlement, Idris Alooma Street, Old GRA, Maiduguri upon payment of no-refundable administrative charge of N100, 000.00 from 20th December, 2024.

Submission of Tender

Completed Technical and Financial bids should be submitted in two (2) different envelopes labelled "Technical Bid" and "Financial Bid" respectively with the company name indicated at the back of the envelope. The two envelopes should be enclosed in a larger envelope and marked (Technical and Financial) and addressed to:

Old GRA, Maiduguri.


Note: Bidders are to ensure that they sign all pages of the Bidding Documents before sealing/submission.


Opening of Technical Documents
  • Tender will be opened immediately after the deadline for submission at 12:00 noon, 20th December, 2024, in the conference hall of the Ministry.
  • Please also ensure that you sign the Bid Submission Register, upon submission as the Ministry will not be held liable for misplaced or wrongly submitted bids.

Note
  • Tenders submitted after deadline of submission will be rejected.
  • Borno State Ministry of Reconstruction, Rehabilitation and Resettlement is not bound to select any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 30 of the Boro State Public Procurement Law, 2019.
  • Any tender that does not comply with the above requirements or any form ofdeviation from the requirements will be rejected.
  • Only eligible candidate that met the requirement of the Ministry would be allowed to submit financial bid
