Introduction
- The Federal Government of Nigeria (FGN), through the Nigerian Airspace Management Agency ("NAMA"), has received an unsolicited proposal to develop a residential estate with associated infrastructure on its land along Jaba Fanisau Road, off Airport Road, Fagge Local Government Area in Kano State.
- The proposed site is an undeveloped plot of land measuring about 14.4901 hectares belonging to NAMA.
- Nigerian Airspace Management Agency ("NAMA") in compliance with the Infrastructure Concession Regulatory Commission ("ICRC") Establishment Act 2005 seeks qualified private developers to undertake the development of a residential estate with the associated infrastructure. NAMA invites interested firms and/or consortia of firms to participate in the qualification process for the selection of Challengers through a Swiss Challenge Method for the "Development of NAMA Residential Estate".
Project Objective
- The objective of the project is for NAMA to optimize the usage of its underutilized land asset with the aim of generating additional revenue for the agency, by developing affordable housing estates under a public private partnership with Private Developers that have the technical and financial capabilities to design and construct the estates for lease to buyers.
Project Scope
- The main scope of the NAMA Residential Estate Development Project for PPP scheme is the design and construction of a residential estate with associated infrastructure on 14.4901 hectares of land along Jaba Fanisau Road, off Airport Road, Fagge Local Government Area in Kano State.
Swiss Challenge PPP Procurement Methodology
- Note that there is a private proponent who has submitted a proposal on the projects, however, to ensure transparency, competition and value for money, the project will be procured under a Swiss Challenge PPP Procurement Methodology which requires that if the original project proponent is not the most responsive bidder, it will be given the right to match the most responsive bid to win the concession. However, if it is unable to match the most responsive bid, the most responsive bid then wins the Swiss Challenge PPP procurement and becomes the Preferred Project Proponent.
- NAMA expects the selected Private Partner to undertake the Design, Financing and Construction of the estate based on Tenure, Terms and Conditions to be set out in a Design, Finance, Build, Lease and Transfer (DFBLT) Agreement.
Request for Qualification (RFQ)
- Interested firms and/or consortium of firms may submit their Qualification Statements in response to this RFQ wherein firms and/or Consortia will be shortlisted for issuance of a detailed Request for Proposal. Details of the project, application submission process and requirements have been set out in the Request for Qualification (RFQ).
- The RFQ requirements are available for all parties seeking to participate in the qualification process at www.nama.gov.ng
- Pre-qualified bidders would be duly notified through our official means of communication (the E-mail) and issued with Request for Proposal (RIP) documents.
Eligibility Criteria and Method of Application
Qualification of interested parties will be based on the following:
Pre-Eligibility
- Evidence of Company Registration with Corporate Affairs Commission (CAC) or its equivalent for foreign firms.
- In the case of a consortium, evidence in the form of letter of association or agreement (joint venture agreement and/or Memorandum of Understanding/Memorandum of Agreement)
- Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the consortium
- Audited Financial Statements prepared in accordance with the International Financial Reporting Standards (IFRS) of the bidding company or members of consortium for the last three (3) years (2021, 2022 & 2023).
- Tax Clearance Certificates for the last three (3) years (2021, 2022 & 2023).
- Sworn affidavit disclosing whether or not any officer of the relevant committees of the NAMA, the Ministry of Aviation & Aerospace Development or the ICRC is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company's ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars.
Tender Requirements
Technical, Operational and Financial capability including:
- Detailed company / consortium profile:
- A brief description of the company or consortium stating ownership structure, business history, management/organizational structure, residential real estate development and financing capabilities, and any other relevant information.
- Ownership structure of bidding entity, Name(s) of major shareholders and percentage shareholding of participants in the bidding entity.
- Experience of undertaking similar projects illustrated by the following:
- General experience in large-scale construction development and financing of commercial and/or housing projects globally/locally (list all relevant track records)
- Specific Experience and track records of design, construction and financing of housing Projects globally/locally (list all relevant track records)
- Evidence of developing a housing project consisting of at least 25 housing units.
- Experience of housing development in Nigeria (Experience of housing development in Kano would be an advantage)
- Evidence of financial capacity, in support of the company or consortium's ability to undertake the development of the NAMA Residential Estates in partnership with NAMA, illustrated by:
- Turnover of at least 5 billion Naira over the past three years.
- Evidence of adequate financial resources to finance investment: interested applicants must have a minimum net worth of at least One Billion Naira (N3 billion) cumulatively over the past three years or its equivalent as shareholders equity contribution.
- Letter of financial support from credible financial institutions that supports the bidder's ability to raise funding for the project.
- Experience and Expertise of Key Personnel as evidenced by profiles of key management staff with relevant experience working on a similar project and at least fifteen (10) years in the relevant industry.

Deadline for physical submission is 12:00 pm (Noon) on Tuesday, 17th December, 2024.
