Introduction
- Chevron Nigeria Limited invites interested and prequalified companies for this tender opportunity for the Provision, Installation and Maintenance of Radar Video Solution (RVS) Surveillance System for the following Company's locations:
- Escravos North Offshore Locations.
- Escravos South Offshore Locations.
- The services are estimated to be required commencing 2nd Quarter 2025 with a proposed contract term for applicable location, five years (5) years with an option of two (2) year extension.
Scope of Work
The scope of work includes but not limited to the following:
- Solution design, equipment procurement and installation of integrated long-range surveillance system solution for monitoring of offshore oil production assets (platforms and offshore jackets).
- Supply, installation, and configuration of system management software for real-time monitoring of all CNL offshore assets.
- Integration of installed systems for remote viewing and monitoring in Escravos Security Control Room
- Supply and install CCTV footage and alarm recording equipment withat least 30 days of information retention.
- Optimization, testing and commissioning the system for use.Provide basic maintenance training to CNL Security Technology Unit (STU) responsible personnel.
- Provide basic operation training to CNL Security Operations personnel.
- Supply of adequately sized Uninterruptable Power Supply (UPS) and Automatic Voltage Regulation (AVR) systems for installed equipment on site.
- Supply and setup of remote monitoring station system at the Escravos Security Control Raam for 24/7 monitoring of installed systems
- Decommission all previously installed equipment from sites as follows:
- 3nos. FLIR HRC-X Cameras
- 3nos. FLIR R20SS RADAR
- 3nos. Automatic Identification System (AIS)
- All associated Servers and Network Equipment.

Note: Only bidders who are pre-qualified and 'live' with NJQS Product/Category 3.18.05 (Security Services) or 1.16.01 (Security Equipment and Accessories) by 16:00 Hours December 9th 2024 being the advert close date shall be invited to submit technical bid.
Mandatory Requirements
- To be eligible for this tender exercise, interested Contractors are required to be pre- qualified and live in the 3.18.05 (Security Services) or 1.16.01 (Security Equipment & Accessories) Categories in NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified and live bidders in these categories by the bid close date will receive Invitation to Technical Tender (ITT).
- To determine if you are pre-qualified and view the product/service category you are listed for: Open www.vendors.nipex-ng.com and access NJQS with your log in details. Click on Products/Services Status tab to view your status and product codes.
- If you are not listed in a product/service category you are registered with DPR to do business, contact Nipex office at 27b Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for verification and necessary update.
- To initiate the JQS prequalification process, access www.nipex-ng.com, click on services tab followed by NJQS registration.
- To be eligible, all tenders must comply with Nigerian Content requirements in the Nipex system.
Nigerian Content Requirements
- Chevron Nigeria Limited is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010 (NOGICD Act) enacted by the Federal Government of Nigeria in April 2010.
- Pursuant to enactment of the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed in the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
- Contractors shall comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in the next Tender Stage
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
- Tenderer shall demonstrate that entity is a Nigerian-registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent, CAC 2.3, 2.4, 2.5, etc.). Tenderer shall provide evidence of registration with the NCDMB NOGIC JQS and NUPRC.
- Tenderer shall provide detailed description of the location of in-country committed facilities not limited to administrative office, technical office, and workshop for execution of the work scope.
- Provide a project-specific organogram showing Names and Nationalities of all key personnel that will execute the work scope for this service (not limited to Site Manager, Site Engineer etc.) to be utilized in the execution of the work scope.
- Tenderers shall provide evidence of either of the under-listed document demonstrating capacity to execute the work scope:
- Category 1, 2, 3, 4 or 5 under the Services and Support (SS) NCEC demonstrating ownership of equipment (not limited to Camera Mounting Accessories, Software Systems, Cisco Switch, Ethernet surge and lightening, etc.) to execute the work scope.
- Category 1,2,3,4 or 5 Procurement and Supplies NCEC for Procurement of Radar Video Solution (RVS) Surveillance Equipment.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training. man-hour, budget, skill development, and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)
Additional Information
- Suppliers eligible for this tender opportunity are expected to be prequalified and 'live' in NJQS under this product/service category.
- The Invitation to Tender (ITT) and any further progression of this tender shall be via NipeX.
- All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
- Meet the requirement of Security Services.
- This advertisement shall neither be construed as any form of commitment on the part of Chevron Nigeria Limited to award any contract to any company and or associated companies, sub- contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from Chevron Nigeria Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
- The tendering process shall be the NNPC contracting process requiring pre- qualified companies on NipeX NJQS to submit together technical and commercial tenders. Following a technical review, only technically qualified contractors will progress to the commercial phase of the tender process for commercial evaluations and awards.
