Ekiti State Polytechnic, Isan-Ekiti invites interested, competent, reputable, and qualified companies to tender for the Procurement of Network and Hardware. Interested Companies should possess relevant qualifications and experience.

The Ekiti State Polytechnic, Isan-Ekiti was established in the year 2014 as College of Technical and Commercial Agriculture at Isan-Ekiti by Dr John Kayode Fayemi led Government of Ekiti-State with focus on middle-level manpower development in the Agricultural sector, but this was truncated by the subsequent Administration. Dr. John Kayode Fayemi was however re-elected as the Governor of Ekiti State in 2018, and on assumption of office, the Governor reiterated his commitment to the vision behind the establishment of the College and the development of agriculture which is one of the four-point agenda of his administration. This led to the college re-enactment in 2019 under the provision of the Ekiti State Polytechnic, Isan-Ekiti (Re-enactment) Law, No.6 of 2019.

The College officially kicked-off in September 2019 as a Polytechnic with the appointment of the pioneer Rector, Professor Johnson Kayode Adesodun and the pioneer Registrar, Mr Joseph Akin Olugbenga Olorunsola. The College presently runs National Diploma (ND) Programmes in six academic departments. Effort are on to add more programmes and certificate courses. The Vision of the College is to be a leading Institution in Technological Innovation, Research and Training to develop a new generation of highly skilled Entrepreneurs that are self-reliant in Technological application.

The Ekiti State Polytechnic, Isan-Ekiti is desirous to implement its 2024 Tertiary Education Trust fund intervention for ICT support. In compliance with the requirements of the Public Procurement Act 2007, the Ekiti State Polytechnic, Isan-Ekiti hereby invites interested, competent, reputable, and qualified companies with relevant experience and good records of accomplishment necessary for the execution of this project as follows:

Eligibility Requirements
Interested bidders should submit the following eligibility documents indicating the minimum qualifications required of the bidders:

Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1).
Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2024; with minimum average annual turnover of N30 million.
Evidence of Pension Clearance Certificate valid till 31" December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above);
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31 December, 2024;
Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2024; or valid Certificate issued by BPP.
Sworn Affidavit disclosing whether or not any officer of the relevant committees of Ekiti State Polytechnic, Isan-Ekiti or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information présented in its bid are true and correct in all particulars;
Company's Audited Accounts for the last three (3) years - 2021, 2022, 2023;
Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
Evidence of current Licence/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA)
For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letter Head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Note: The documents must be arranged sequentially in order, failure to comply renders the submission invalid. Copy of the documents must be exact copy of the original in all particulars; any deviation shall not be accepted. All documents must be paginated and signed.

Collection of Tender Documents

Interested and qualified companies are to collect the Standard Bidding Documents (SBD) at the Procurement Office, Ekiti State Polytechnic, Isan-Ekiti on presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000) only payable into Ekiti State Polytechnic, Isan-Ekiti IGR account.
A copy of payment receipt must also be attached for financial documentation.

Closing Date

Monday, 23rd December, 2024 (12:00 noon).

Submission of Tender Documents
Prospective bidders are to submit bid for the Lot, two (2) hard copies each of the technical and financial bids with soft copy in (USB) of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, the two sealed envelopes should be put together in a bigger envelop (also sealed) addressed to,"The Rector, Ekiti State Polytechnic, Isan-Ekiti" and clearly marked (with the name of the project boldly written on top of the envelope). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped, not later than 12:00 noon on 23 Monday, December 2024, in the designated Tender Box at:

Opening of Technical Documents

Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon 23 Monday, December 2024 at the 250 Capacity Lecture Theatre of the Ekiti State Polytechnic, Isan-Ekiti in the presence of bidders or their representatives, while the financial bids will be kept un-opened.
Please ensure that you sign the bids submission Register in the Procurement Office, Ekiti State Polytechnic, Isan-Ekiti will not be held liable for misplaced or wrongly submitted bids.

General Information

Bids must be in English Language and signed by an official authorised by the bidder,
Bids submitted after the deadline for submission would be returned un-opened;
All costs will be borne by the bidders;
Delivery by courier will not be accepted.
The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies;
Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services):
Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un- opened;
The Ekiti State Polytechnic, Isan-Ekiti is not bound to pre- qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
