Eligibility Requirements

Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 2 and Form CAC 7 (or CAC 1.1);
Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024;
Evidence of Pension Clearance Certificate valid till 31st December 2024;
Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024;
Registration Report (IRR) expiring on 31st December 2024 or valid Certificate issued by BPP
Evidence of Valid Registration as a Contractor in the University of Port Harcourt; Verifiable documentary evidence of at least three (3) similar jobs executed in the last (5) years including letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects
Sworn Affidavit:
- Disclosing whether or not any officer/staff of ACE-PUTOR, or the University of Port Harcourt is a former or present Director, Shareholder or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars
- That the Company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company's ability to effectively discharge their responsibilities if engaged
All documents for submission must be transmitted with a Covering/Forwarding letter under the Company's Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No), e-mail address and duly signed by the authorized officer of the Company.

Closing Date
Monday, 23rd December, 2024 (12:00 noon).

Submission of Tender Documents
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copies of the financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: The Procurement Officer: Africa Centre of Excellence in Public Health & Toxicological Research, University of Port Harcourt, East-West Road, Choba. Envelop should be clearly marked with the name of the project, Lot Number / Reference and evidence of payment of a non-refundable fee of N20,000.00 (twenty thousand naira only) per Lot, ACE-PUTOR APPLICATION FEE through REMITA. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder. Envelop should be dropped in the designated Tender Box in the office of the Secretary in ACE-PUTOR not later than 12:00 noon on Monday 23rd December 2024.

Opening of Technical Bids

Bids will be opened after the deadline for submission at 12:00 noon on Monday, 23rd December 2024 at the Board Room of the Africa Centre of Excellence in Public Health & Toxicological Research, University of Port Harcourt.

General Information

Bids must be in English Language and signed by an official authorized by the bidder
Bids submitted after the deadline for submission would be returned un-opened
Bidders must not bid for more than two (2) Lots;
Bidders/representatives and members of the public can attend the bid opening by 2pm in ACE-PUTOR Boardroom
All costs in preparation of the bid will be borne by the bidders;
The Africa Centre of Excellence in Public Health and Toxicological Research is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
