Contract Justification
- Production Chemicals and Technical Services support the upstream business through the application of chemistry knowledge to the entire production system in order to maintain production and safeguard asset integrity.
- This is done by ensuring safe and environmentally responsible deployment of chemical applications, combining fit-for-purpose system design with operational vigilance on the fluids used for drilling and completion of wells, on flow assurance and on fluids processing and product quality.
- As oilfields age, the need for chemicals (specialty and commodity) to ensure steady production increases and thus, drives systems improvements over time.
- Hence, production chemicals (specialty and commodity) and accompanying technical services play a critical role as part of key production support materials and services required for continuous flow of hydrocarbon.
Scope of Work
- The Provision of Production Chemicals, Technical Services, Analytical Consumables and Equipment for Waterflood and Process (oil, produced water & gas) treatment. The production chemicals cut across specialty and commodity chemicals for oil and gas process application.

Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified essential OS service vendors in the Production/Process/Drilling Chemicals 2.07.08 Product/Services category in NipeX Joint Qualification System (NJQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Tender (ITT).
- To determine if you are pre-qualified and view the product/services category you are listed for, log on to www.vendors.nipex-ng.com and access NJQS with your log-in details, click on 'continue Joint Qualification Scheme tool', click on 'check my supplier status' and then click on 'supplier product group'
- If you are not listed in a product/service category in which you are registered with NUPRC to do business, contact NipeX office at 27b Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for verification & necessary update.
- To initiate the JQS per-qualification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
- To be eligible, all Tenderers must comply with the Nigerian Content requirements in the Nipex system.
Nigerian Content Requirements
Tenderers are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development (NOGICD) Act and also provide the following requirements:
- Tenderer shall demonstrate evidence of being a Nigerian registered company.
- Provide evidence of company CAC forms CO2 and CO7, registration on NOGIC JQS.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total workforce are Nigerians.
- Provide detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop etc,) in Nigeria to support this Contract.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Provide evidence of category C NCEC and or Provide evidence of Category 1,2,3, or 4 Quality Inspection and Quality Control Group (QS) NCEC to demonstrate 51% ownership of equipment to be utilized in executing the work scope.
- Provide evidence of category C-NCEC demonstrating at least 51% of Nigerian ownership of equipment to execute work scope. and or any of the following category of NCEC to demonstrate capacity and capability to execute the work scope.
- NCEC category 1,2,3 or 4 for Consultancy and Studies (CS) group.
Offshore Inputs
- Evidence of previous experience in Deepwater is an added advantage.
Additional Information
- All cost incurred in registering and prequalifying for this and other product/service categories shall be borne solely by suppliers.
- Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company co and authorized/responsible personnel is up to date in their company profile in the NJQS database.
- SNEPCO shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.• All respondents to SNEPCo must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD).
- All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance. Non-Compliance is a FATAL FLAW.
- This advertisement of "Invitation to tender" shall not be construed to be a commitment on the part of NNPC/SNEPCo to award any form of contract to any company and/or associated companies, sub-contractors or agents, nor shall it entitle any company submitting documents to claim any indemnity from NNPC/SNEPCo and/or any of its partners. NNPC/SNEPCO reserves the right to take final decision on any of the documents received in the pre-qualification/Technical package.
