Introduction
  • The Lagos Water Corporation in partnership with WaterAid under the Urban Water and Sanitation Access Project (UWASAP) with the support of Armani Aqua for Life Water Project, invites interested and eligible contractors to participate in the prequalification process for the rehabilitation of its one million gallons waterwork located at Akilo, Lagos State.
  • Lagos is a coastal state in southwestern Nigeria, with a population of about 22 million people according to the 2022 estimate by the state's bureau of statistics.
  • It is the smallest state in terms of land area in Nigeria, but arguably the most economically important state of the country. It is a major financial centre and would be the fifth-largest economy in Africa if it were a country.
  • Established in 1967 from the former Western Region and the Federal Capital Territory, Lagos State served as the federal capital of Nigeria until 1991. It is administratively divided into 20 local government areas and 37 Local Development Authorities, with its capital situated in Ikeja.
  • Addressing the crucial task of providing adequate and safe water supply to its residents falls under the purview of the Lagos Water Corporation (LWC). The LWC has an installed capacity of 210 million gallons per day (MGD), However, one of the pressing challenges faced by Lagos State is ensuring sufficient access to safe water.
  • According to the Lagos State 2013 household survey. only 11 percent of households in Lagos State had access to piped water supply from LWC.The WaterAid Nigeria has secured fundings from Armani, under its Aqua for Life Project, towards the Urban Water and Sanitation Access Project (UWASAP).
  • The project period is 2 years, spanning from October 2023 to August 2025. The objectives of the project are and is targeted towards improving water supply to the residents of Ifako Ijaiye LCDA with the following objectives.
    • Improve universal access to sustainable, resilient and affordable WASH services for users.
    • Intensify hygiene and sanitation behavioural change campaigns to maximize the benefits of good WASH services.
    • Strengthen governance and institutional arrangements to deliver improved WASH services.
  • The LWC has a total of fifty-two (52) water production plants, which includes four (4) major waterworks (4MGD -70MGD), twenty-nine (29) mini waterworks (3MGD-2.5MGD), and eighteen (18) micro waterworks (IMGD and below) strategically positioned across the state and contributing to the total installed water production plant capacity of 210 MGD.
  • The larger waterworks account for a combined capacity of 123 MGD, followed by the mini waterworks with 71 MGD, and the micro waterworks with 16 MGD.
  • Operational efficiency presents a significant challenge. Out of the 48 mini and micro waterworks, only 12 are presently operational, working at an average capacity of 20 percent. The remaining waterworks face various issues; three have been decommissioned, one serves as a booster station.
  • These facilities vary in size, design, age, and condition, ranging from those commissioned as far back as 1975 to others as recently as 2015. Unfortunately, many of them grapple with operational and maintenance difficulties that significantly impact their performance and reliability. Resolving these challenges is crucial for enhancing water supply services in Lagos State.
  • The Akilo Waterworks is one of the 18 micro waterworks located in Ifako ljaiye LCDA within the North region service area of Lagos Water Corporation.
  • The treatment plant was constructed in 2012 with a capacity of 4,500m3/day, at inception, the waterworks had five boreholes, however only 2 are currently working sub-optimally and has an underground storage tank of 10,000 gallons per day. The waterworks services the following areas.
    • Ajegunle area (LSDPC housing estate, stadium, Local Government, Pen Cinema, pero etc)
    • Mosalasi Alhaja
    • Akilo, keke Agege, Sango, Otubu Area
    • Wempco, Cocoa Industry.
Objective
The objective of this prequalification process is to select competent and qualified contractors who can undertake the rehabilitation works at this waterwork, including but not limited to:
  • Rehabilitation of existing and drilling of new boreholes to meet minimum daily water demand.
  • Rehabilitations including civil, mechanical, electrical, and instrumentation works.
  • Installation of Solar systems to power the chemical dosing systems and other light facilities in the water works.
  • Supply and installation of bulk and household meters for a pilot number of households.
  • Rehabilitation of distribution network and water treatment systems
  • Testing and commissioning of the rehabilitated waterworks.
Prequalification Criteria
To be eligible for prequalification, contractors must meet the following criteria:
  • Company Profile: The contractor must provide a detailed company profile, including its history, organization, and experience in similar waterworks rehabilitation projects.
  • Legal Status: The contractor must be a registered company with a valid business license, tax clearance certificate, andother relevant legal documents that allows it to operate in Nigeria.
  • Experience: The contractor must have at least 15 years of experience in waterworks rehabilitation projects, with aminimum of 5 projects of similar scope and complexity.
  • Technical Capability: The contractor must demonstrate technical capability in the following areas:
    • Civil and water engineering (including concrete repair, pipe laying, and structural works)
    • Mechanical engineering (including pump installation, piping, and valve replacement)
    • Electrical engineering (including electrical distribution, control systems, and instrumentation)
    • Borehole Drilling.
  • Financial Capability: The contractor must provide evidence of financial capability, including:
    • Audited financial statements for the last 5 years.
    • Bank statement or letter of credit from a reputable bank indicating financial health status to carry out such a project.
    • Insurance coverage for workers' compensation, public liability, and equipment.
  • Health, Safety, and Environment (HSE): The contractor must have a robust HSE policy and procedure in place, with a proven track record of implementing HSE best practices on previous projects.
Prequalification Documents Required
To participate in the prequalification process, contractors must submit the following documents:
  • Company profile2. Legal status documents (Proof of registration with relevant local authorities e.g., Corporate Affairs Commission), Copies of relevant licenses and permits required to operate in Lagos, business license, tax clearance certificate, etc.)of similar works in nature and complexity.3. Experience and project references (including project descriptions, scope of work, and completion certificates) of at least 54. Technical capability documents (including CVs of key personnel, equipment lists, and technical certifications)6. HSE policy and procedure documents.
Summary of Qualification Criteria and Mandatory Requirements

Financial capabilities The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated to the value of NGN 800,000,000.
Average Annual Construction Turnover Minimum average annual construction turnover of NGN 1,000,000,000 calculated as total certified payments received for contracts in progress and/or completed within the last 3 years.
Specific construction & contract Management Experience

3 contracts, each of minimum value of NGN 800,000,000

ii. Less than or equal to 5 contracts, each of minimum value of NGN 500,000,000, for the above and any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or sub-contractor in the last 5 years.
