Title: Request to Bid for the Upgrading / Physical Improvement of Oja Oba Market, Igboora (Agro-Logistics Center)

• The Federal Government of Nigeria through the Federal Ministry of Agriculture and Food Security has received Financing from the World Bank and French Development Agency (FDA) toward the cost of the Rural Access and Agricultural Marketing Project (RAAMP) and on-lent the Financing to nineteen participating states (namely Abia, Akwa Ibom, Bauchi, Kano, Kalsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto, Niger, Gombe, Ekiti, Kaduna, Ebonyi and Osun).
  
• Oyo SPIU intends to apply part of the proceeds toward payments under the contract for Upgrading/Physical Improvement of Three (3) Agro-logistic Centers in Oyo State. This contract will be jointly financed by the International Development Association (IDA), the French Development Agency (AFD) and Oyo State Government.
  
• Procurement process will be governed by the World Bank's Procurement Regulations.
  
• The Oyo State Project Implementation Unit, Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the Upgrading/Physical Improvement of Oja Oba Market, Igboora (Agro-Logistics Center) as follows:
  
  • LGA / Location: Ibarapa Central Local Government
  • Financial Capability (NGN NAIRA): N250 Million
  • Average Annual Construction Turnover (NGN NAIRA): N2.2 Billion
  • Specific Contract & Contract Management: 2 Contracts each of N1.2 Billion within the last five years.
• Note
  • The project involves but not limited to infrastructural Layout such as Roads and Drainage Construction, Walkways, Fencing, Waste Disposals; Construction of Lock-up shops, Open sheds, Warehousing, other buildings, Provision of solar powered bareholes, Solar power lights, Firefighting facilities as well as strict undertaking of Social and Environmental Safeguard.
  • The work isexpected to be completed within 12 months
• Bidding will be conducted through National Competitive procurement method using Request for Bids (RFB) document as specified in the World Bank's "Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing" September, 2023 - Fifth Edition ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
  
• Interested eligible bidders may obtain further information From the State Project Coordinator Oyo State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
  
• The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred Thousand Naira (NGN100,000.00) only per LOT.
