The Lagos State Blood Transfusion Service (LSBTS) invites interested service providers to submit an Expression of Interest (EoI) for the Establishment of a Blood Screening and Certification System. Interested and qualified service providers should possess relevant qualifications.




The Lagos State Blood Transfusion Committee Law of 2004 established the Lagos State Blood Transfusion Service (LSBTS) to ensure blood safety across the state. LSBTS is tasked with recruiting voluntary blood donors, screening all blood units for Transfusion Transmissible Infections, processing blood, and ensuring its appropriate clinical use for all in need. Public-private partnerships (PPP) are crucial to expanding access to safe blood and achieving universal coverage. LSBTS operates a hybrid model of decentralized blood services for collection, distribution, screening, and certification through public-private partnerships while maintaining centralized post-collection processing, regulation, and monitoring. This model has significantly improved blood quality and addressed the risks associated with unregulated blood services.

Background
  • Lagos, Nigeria's vibrant metropolis with a population exceeding 20 million, is Africa's largest metropolitan area and serves as Nigeria's financial and economic epicenter. As Lagos continues to experience rapid urbanization and economic growth, the need for safe blood services becomes increasingly critical. A high demand for safe, accessible blood is essential in meeting the needs for emergency care, surgeries, maternal health, and chronic conditions such as sickle cell disease.
  • The Lagos State Blood Transfusion Committee Law of 2004 established the Lagos State Blood Transfusion Service (LSBTS) to ensure blood safety across the state. LSBTS is tasked with recruiting voluntary blood donors, screening all blood units for Transfusion Transmissible Infections, processing blood, and ensuring its appropriate clinical use for all in need. Public-private partnerships (PPP) are crucial to expanding access to safe blood and achieving universal coverage.

Project Scope
The scope of work includes, but is not limited to:
  • Securing financing for screening blood and blood components in Lagos State for HIV, HBV, HCV, syphilis, and other necessary blood-transmissible infections, in line with World Health Organization (WHO) standards. Fully automated WHO-approved chemiluminescence technology must be employed.
  • Adhering to LSBTS standards for handling, transportation, cold chain management, storage, and release of blood and blood components.
  • Utilizing screening kits pre-qualified by WHO for blood and blood component testing.
  • Operating and maintaining the screening center in collaboration with LSBTS.
  • Ensuring routine maintenance of equipment according to industry and international standards.
  • Supporting voluntary blood donor recruitment and mobilization, as requested by LSBTS.
Requirements from Interested Parties
  • Eligible service providers may be a single company or a consortium with the technical, financial, legal, and other specialist expertise required for successful project delivery.
  • In the case of a consortium, all members should jointly submit the required information as outlined in this publication.
  • Consortia must designate a Lead Company, which will be primarily responsible for coordinating with the Project Delivery Team and managing project performance.
Pre-Qualification
  • Interested providers are invited to submit an Expression of Interest (EOI) with details as specified in section 3, which will serve as the basis for pre-qualification.
  • All providers must register with the Lagos State Public Procurement Agency at www.lagosppa.gov.ng to facilitate document submission.
Legal Status and Profile
  • Full name and contact person, registered &contact address, telephone, and e-mail addresses of each corporate entity.
  • Company profile including management staff, professional certifications/licenses to practice, and CVs.
  • Evidence of license to Operate from relevant professional bodies like the Medical and Dental Council, Association of Medical Laboratory Scientists of Nigeria, etc
  • Data Protection Compliance: Evidence of compliance with data protection regulations, such as alignment with the Lagos State Data Protection and Smart Health Information Strategy.
  • Company registration documents including Certificate of Incorporation, certified true copies of Memorandum and Articles of Association, CAC status report, particulars of directors, and allotment of shares (CAC 7 and CAC 2) or its equivalent.
  • Ownership structure including name(s) of shareholders and percentage of shareholdings.
  • Evidence of registration with Lagos State Public Procurement Agency.
  • Evidence of Audited Financial Statements for the last three (3) years (2021,2022 & 2023) and Management/Unaudited Financial Statement for the period ended 30 September 2024.
  • Evidence of Corporate Tax Clearance Certificate of the company/consortium issued by the Federal Inland Revenue Service (FIRS) and two personal income tax certificates of at least two directors of the company for the last three (3) years (2021, 2022 & 2023) issued by the Lagos State Internal Revenue Service (LIRS).
  • Evidence of filing up-to-date annual returns with the Corporate Affairs Commission.
  • Affidavit disclosing whether or not any officer or employee of the relevant committee of the MOH, LSBTS, OPPP, is a former or present director, shareholder, or has any pecuniary interest in the bidder's company/consortium, and to confirm that all information presented in the bid are true and correct in all particular circumstances.
  • All foreign equivalent documentation must be translated into English Language and certified by a competent authority in English Language.
Relevant Experience
The service provider must have;
  • Proven Expertise of at least three (3) years in pathology/medical laboratory practice including blood screening and testing.
  • The company must comply with Regulatory Standards and framework for blood safety such as guidelines from the National Blood Service Agency (NBSA), Lagos State Blood Transfusion Service (LSBTS), and Accreditation or certification by relevant health authorities, including the African Society of Blood Transfusion (AfSBT).
  • Personnel, Facility, and Equipment Standards: The screening facility must meet required standards, with qualified personnel having experience in all aspects of blood screening, modern, calibrated, and well-maintained equipment to perform accurate screening. It must have adequate infrastructure to handle samples properly, prevent contamination, and ensure the safe handling of blood& blood components as well as related biohazards.
  • Data Management and Reporting Systems: Effective data management for storing, accessing, and reporting test results is essential. Digital systems that align with Lagos State's data protection regulations, such as the Lagos State Smart Health Information Strategy, are beneficial for secure and efficient data management.
Financial Capability
  • Provide the most recent 3-year audited Financial Statements (2021, 2022 & 2023) and the latest Management Accounts (January to September 2024).
  • Evidence of PAYE remittance for Nigerian consortia/firmsissued by LIRS.
  • Evidence of payment of Expression of Interest fee of N250,000 (Two hundred and fifty thousand Naira) using Agency Code 75000, Revenue Code 33445 at any commercial bank collecting revenue on behalf of LASG. Payments are to be made using the company/consortium Payer ID issued by LIRS
  • Evidence of financial capability/ availability of financial resources/access to funding from a reputable bank.

2nd December, 2024 at 18:00 hours West African Time.

Submission of Bids

Response to the Expression of Interest (EOI) shall be submitted electronically on
lagosppa.gov.ng (the e-procurement platform of the Lagos State Public Procurement Agency) not later than 2nd December 2024 at 18:00 hours West African Time. This is only possible after registration on the electronic procurement platform.
