Introduction
  • The Federal Housing Authority (FHA), a parastatal of the Federal Government of Nigeria, under the Federal Ministry of Housing and Urban Development in strict compliance with provisions of the Public Procurement Act 2007 hereby invites competent and experienced Companies to tender for the Construction of Houses under the Renewed Hope Housing Programme of the President across the Six geo-political zones.
Mandatory Requirements
Interested and competent bidders must fulfill the following criteria and submit all the documents outlined below to be considered eligible:
  • Evidence of Incorporation by Corporate Affairs Commission (CAC), by submitting Certificate of Incorporation including Articles of Association, Forms CAC2 and CAC7.
  • Evidence of current Tax Clearance Certificate (TCC) corresponding with declared Annual Turnover.
  • Evidence of compliance with the National Pension Commission by submitting a valid PENCOM Certificate.
  • Evidence of Compliance with Industrial Training Fund Amendment Act 2011 by submitting a valid ITF Certificate.
  • Evidence of Compliance with Employers compensation Act issued by the Nigeria Social Insurance Trust Fund by submitting a valid NSITF Certificate.
  • Evidence of registration on the National Database of Contractors, Consultants and Service Providers by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP) by submitting a valid IRR Certificate.
  • Company Audited Accounts for the last three (3) years - (2023, 2022, 2021) which must tally with TCC.
  • Company profile including Curriculum Vitaes and details of Professional Qualifications and up-to-date practicing licenses of staff.
  • Evidence of Experience and track record by submitting proof of execution of at least three relevant jobs in the last five (5) years including Award letters and Job completion Certificates in the last five (5) years
  • For joint Ventures/Partnerships, Memorandum of understanding (MOU) including the above for each JV partner.
  • List of plants/equipment with proof of ownership/lease.
  • Bidding Companies must have an average turnover of at least Ten (10) Million Naira.
  • Affidavit disclosing the following:
    • That no Director of the company has been convicted in any country for any criminal offence related to fraud or corrupt practices
    • That no officer of Federal Housing Authority or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
    • That the company has not been declared Bankrupt
    • That all information presented in this Bid are true, genuine and correct in all particulars.
Collection of Bid Documents
Interested companies are to collect the Bidding Document from the address below after payment of a non-refundable administrative charges of Thirty (30) Thousand Naira only per lot into the FHA account via Remita in any of the commercial Banks in Nigeria.

Note: Time for collection of bid documents shall be during work hours (from 8:00am to 5:00pm, Mondays to Fridays) starting from the date of this advertisement from Monday, 11th November, 2024 to Monday, 23 December, 2024.

Submission of Bid Documents

Technical and Financial bids must be prepared as separate documents. Two hard copies each of technical and financial bids should be packaged in sealed envelopes marked "Technical" or "Financial Bid" as appropriate and put together in a single (Bigger) envelope clearly indicating the Description of the Project and the location, as well as name and address of the bidder'. All documents must be properly bound, paginated and addressed to:

The Office of the General Manager (Procurement),
At the Head Office,
Asokoro - Abuja.


Closing of Submissions
Closing date and time for the submissions is: on or before 12:00 noon, Monday; 23rd December, 2024.

Opening of Bids
  • Bids will be opened immediately at the close of submission: at 12:00 Noon, Monday 23rd December 2024, in the presence of bidders, the general public and non-governmental organization at the Federal Housing Authority Asokoro, Abuja.
General Information
  • Items in the "mandatory requirements" above are mandatory, and failure to produce any shall lead to automatic disqualification of the bid.
  • No bidder is allowed to bid for more than I lot.
  • Maximum of Ten (10) units shall be allowed for award per bidder -All pages of the financial bid must be signed, stamped and sealed with company stamp/seal.
