Introduction

  • The Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SPDC/TotelEnergies /NAOC Joint Venture hereby invites reputable and competent registered Nigerian companies with the requisite expertise, experience, skilled manpower and technology who are duly registered with (NUPRC, NMDPRA and FMENV) hereby announces to the interested and prequalified companies of the upcoming tendering opportunity for Provision of Preservation Services for Stored Materials in SPDC Warehouses (WEST).
  • The proposed contract will commence tentatively in Q1 2025 and remain active for a five (5) year duration, with an option to extend for two (2) years.

Scope of Work
The scope of work includes Provision of Preservation Services for Stored Materials in SPDC Warehouses (West). The scope of work for the Provision of Preservation Services for Stored Materials in SPDC Warehouses (West) includes but not limited to the following:
General:
  • Contractor shall provide the Preservation services in accordance with the terms and conditions of this Contract. The Work to be performed generally consists of the successful implementation of the work scope for Inspection and preservation of stock materials including but not limited to Mechanical seals, gears and couplings, bearings, spools, Heat exchangers, heater bundles, Gas Turbine and Spores, Internal Combustion Engines and Spares, pumps and spare parts, Compressor and spare parts, Transformers and Electric Motors, Process instruments and level controllers, Valves, Fittings and Flanges, Pipes, Bols and Nuts and Electrical Cables and Conductors, in Company's main Warehouses.
  • Contractor shall be responsible for the provision of consumables, tools or equipment required for any preservative maintenance task. The Contract shall be output based; equipment, consumable, inspections, and personnel costs shall be factored into the preservation services rates.
  • There shall be a service rate for mobilization/demobilization to cover accommodation and other logistics expenses.
  • The services shall be called off when required and with specified quantities as determined by Company
  • Contractor shall provide the services in Company's warehouses.
  • Contractor shall provide and mobilize all resources including personnel, tools, equipment and consumables necessary to perform the services in accordance with the contract, including Logistics accommodation and feeding for both Land and Swamp).
  • Contractor shall provide the services in accordance with Company safety standards, using good work practices by properly skilled, experienced and suitable personnel and that the materials deployed for work are new, free from defects and suitable for their intended purpose.
  • Contractor shall comply with all instructions with regards to the services that are issued by Company
  • Contractor shall perform the services in accordance with the requirement of the Contract with all proper skill and core and in accordance with good practice and in compliance with all relevant laws and regulations.
  • The Contractor shall notify the Company of any matters in the Contract that may, in the opinion of the Contractor, be in conflict with any applicable and relevant lows and regulations.
  • Contractor shall use competent and qualified personnel throughout the duration of this Contract.
  • Contractor should also provide the PPE, HSE materials and accessories as required per activity.
  • Contractor shall provide TBOSIET (Tropical Basic offshore safety induction and Emergency Training) certificate and OSP for at least 2 personnel for Swamp location.
Specific Scope of Work
SPDC West Asset Warehouses: Warri Warehouse (Ogunu) and Swamp location Forcados store. All services shall be rendered by the Contractor in line with approved preservative maintenance job routines and in accordance with Company approved standards. The scope of work shall include but not limited to the following:
  • Inspection and where necessary, testing of equipment Compressors, electric motors, engines, Valves, pumps, heat exchangers, fans & coolers and items status reporting.
  • Preservation with nitrogen/ top up of Nitrogen gas contained in a pressure vessel when
  • Packaging and wrapping with appropriate material (Transparent film, bubble wraps, box etc.) as required, including specialized packaging where applicable.
  • Apply recommended lubricants on specific items as advised.
  • Carry out surface preparation, removal of rusts and coating repairs application when required, and pointing.
  • Carry out electrical insulation (IR) testing for electric motors and valve stroking and provide test reports.
  • Corrosion treatment with rust removers and volatile corrosion inhibitors (VC)
  • Conduct bolt torquing and tensioning using bolt tensioning Equipment when required.
  • Submission of reports for all activities carried out.

  • To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the product category 3.05.18 Preservation Services NipeX Joint Qualification System (NIGS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical & Commercial Tender (ITT).

  • To initiate the NJGS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact NipeX office for further action.
  • To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
Nigerian Content Requirements
Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and also provide the following requirements:
  • Tenderer shall demonstrate that entily is a Nigerian-registered compony with greater than 51% equity shareholding. Also provide form CO2 and CO7 with evidence of registration with NCDMB NOGICJQS and NUPRC
  • Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop, laboratory) in Nigeria to support this contract.
  • Tenderer shall comply with the latest approved version of NCDMB HCD guideline by commiting via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training instution(
  • Tenderer shall provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work scope.
  • Tenderers shall provide evidence of Category 1,2,3,4 or 5 NCEC in the Consultancy Services (CS) group to demonstrate copacity and capability for the execution of work scope.
Additional Information
  • All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
  • Suppliers that one prequalified for this product/service category in NJGS must ensure that the name and contact details (physical address, email address and telephone number) of their company and outhorised/responsible personnel are up to date in their company profile in the NJQS database.
  • SPDC shall communicate only with authorized/responsible personnel of prequalified companies and not through unauthorized individuals or agents.
  • All respondents to SPDC must ensure full compliance with the Nigerian Oil and Gas Industry Content Development Act, 2010. (NOGICD)
  • All respondents should educate themselves on the requirements of the NOGICD and ensure full compliance. Non-Compl once is a FATAL FLAW
