The Lagos State University (LASU) invites reputable private Developers Consortium to submit their Expression of Interest (EoI) documents for Private Sector Participation in the Management of Car Parks on a Build, Operate and Transfer (BOT) Basis at the Lagos State University, Ojo Campus. Interested bidders should possess relevant qualifications and experience.
The Lagos State University was established in 1983. The main campus in Ojo has faculties of: Arts, Communication and Media Studies, Education, Law, Science, Management Sciences and Social Sciences. It also has schools such as: Postgraduate School, School of Part-Time Studies, School of Transport and Logistics and School of Library, Archival and Information Science. The Campus is also a host to the following Centres; Centre for Environmental Science and Sustainable Development, Centre for Planning Studies, Centre for General Nigerian Studies, Africa Centre of Excellence for Innovative and Transformative STEM Education (ACEITSE) and the Centre for Peace and Security Studies. The Lagos State University with a population of 43,384 students has a mandate on quality teaching, learning and character moulding.
In pursuant to this, the University is desirous of providing Public Private Partnership Model for the comfort, convenience and well-being of its students and hereby invites reputable private Developers Consortium for:

Invitation for Expression of Interest
- In a bid to develop and make the Ojo Campus of the University more suitable for academic activities, the Lagos State University now invites reputable Private Developers/Consortium with the requisite technical and financial capabilities including operation and management expertise, to respond to the Request for Qualification (RFQ) to undertake the automated parking management and operation of all available parking facilities at the Ojo campus of the University on a Build, Operate and Transfer (BOT) model.
The company should provide for each location, facilities such as:
- Boom Barrier System;
- Inverter / Solar System;
- CCTV;
- Civil work for the building of security post;
- Iron work for the mounting of camera/lighting pole and sign poles;
- Electrical installation, and clamping tools;
- Maintenance for all provided equipment;
- Maintenance of car park equipment; and
- Provision of cloud software for easy remote management.
Pre-Qualification Requirements
- Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) A copy of the Company's profile with the curriculum vitae of key staff members
- Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2022.
- Copy of Company's Audited Account for past three (3) years (2021, 2022 and 2023) duly stamped by certified auditors
- Evidence of financial capability to execute the project either by submission of Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the project execution when needed or letter of commitment from credible and verifiable financiers for the project funding.
- Evidence of at least three (3) previous experience in the successful completion of such PPP in the last 10 years. The evidence should be arranged serially and each submission should include the following:
- Evidence of engagement;
- Brief project description;
- Scope of the investment;
- Facilities provided;
- Cost of Completion;
- Time line of execution;
- Reference Letter(s);
- Evidence of Completion;
- Picture of the Facility; and
- Evidence of the Firm's current registration with relevant professional regulatory body(ies). Interested Firms/Consortia are required to meet the qualification requirements as specified. Only qualified parties shall be invited to the Request For Proposal (RFP)
- A letter authorising agents of the Lagos State University to verify claims made in the letter from the company.

13th December 2024 (2pm).
Method of Application
- Interested companies are required to pay a sum of One Hundred Thousand Naira (#100,000.00) only to LASU Ventures Limited WEMA Bank Account Number 0123037507 and send the bank deposit slip along with their submission.
- Interested bidders are also required to write a cover letter addressed to the Registrar, boldly indicating the evidence of payment alongside the requested documents stated in the "Pre-qualification Requirements" above.
Procedure for Submission of Application
All completed applications must be submitted on or before 2:00 p.m of the closing date in electronic format by email to registrar@lasu.edu.ng and hard copy in a sealed envelope containing one original and one photocopy, duly addressed to:
