Introduction
- The Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SPDC/TOTALENERGIES/NAOC Joint Venture hereby announces to interested and prequalified companies, an upcoming tendering opportunity for the Operations, Maintenance of Power Generation (SCPP Turbines and ancillaries) and Distribution (HV/LV) Systems and Diesel Generators (various sizes) in SPDC Industrial and Residential Areas.
- The proposed contract will commence in G2, 2025 and remain active for duration of five years, with an option to extend by a further two years.
Scope of Work
The work scope covered by proposed contract includes but is not limited to the following:
Provision of qualified personnel of suitable levels of competence, on a call-off basis to cover the following scope of work.
- Operation and maintenance of 3 nos. Gas Turbines (Solar Mars 90/100) and all auxiliary equipment/services required for electrical power generation in SHELL Central Power Plant in Port Harcourt on a 24-hours basis at 100% availability, using SPDC supplied spares.
- Operation and Maintenance of PHC-IA, PHC-RA, WARRI (Ogunu) and Yenogoa 33/11KV/0.415kV distribution equipment and standby gensets. Work scope shall include:
- Operation and maintenance of 11kV Ring Main Units (RMU) at 100% availability in Port Harcourt PHC-IA, PHC-RA, Warri and Yenagoa.
- Operation and maintenance of 11/0.415kV and 33/11KV transformers at 100% availability in PHC-IA, PHC-RA, Warri and Yenagoa.
- Operation and maintenance of substation Low Voltage (<1,000V) and High Voltage (1,000) Switch Boards (both automated and non-automated) including switching on and off to mains supply, IA-SCPP supply and back-up generators at 100% availability in Port Harcourt IA Wami and Yenagoa.
- Operation and maintenance of Feeder Pillars at 100% availability in PHC-IA, PHC-RA, Warri and Yenagoa.
- Supplies, Contract Management and Administrative Services. Work scope shall include:
- Contract Administration, reporting and management.
- Provision of 24hrs Service Desk c/w telephone line and internet services HSSE Management and reporting
- Supply of stationeries, critical maintenance spares, consumables and PPEs for operation and maintenance activities.
- Supply of trained personnel to carry out all operation and maintenance activities according to Shell procedures, Maintenance Job Routines and SAP CMMS.
- Other Interventions: Because of the central nature of Real Estate Utilities and the corporate nature of this contract, it will also be called upon to provide interventions for preventive and corrective maintenance and minor upgrades required by other teams.

- To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the 1.05.02 Gas Turbines, 1.09.01 Generators, Power Sources, Units and Accessories, 1.09.03 Distribution/control Equipment and Accessories Services in NipeX Joint Qualification System (NUQS) data base. Only successfully pre-qualified suppliers in this category will receive Invitation to Technical Tender (ITT).
- To be eligible for this tender exercise, interested contractors should also be registered on the Nigerian Content Development and Monitoring Board (NCDMB) NOGIC JGS in the relevant product category.

Nigerian Content Requirements
- Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
- Tenderers shall provide evidence category 1, 2, 3, 4 or 5 Consultancy Services (CS) group demonstrating capacity and capability to deploy trained personnel to execute the work scope.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
- Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Tenderer shall provide Location of in-country facilities (not limited to administrative office) to execute the work scope.
Additional Information
- All cost incurred in preparing, registering and prequalifying for this and other product/service categories shall be borne solely by suppliers.
- Suppliers that are prequalified for this product/service category in NJQS must ensure that the name and contact details (physical address, email address and telephone number) of their company and authorized/responsible personnel is up to date in their company profile in the NJQS database.
- The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review, only technically and financially qualified contractors will be requested to submit commercial tenders.
- SPDC will communicate only with authorized/responsible personnel of prequalified companies and NOT through unauthorized individuals or agents.
