Invitation to Bid for the Construction / Upgrading of 13.75km Rural Roads (Akure North LGA) at the Ondo State Project Implementation Unit

Title: Invitation to Bid for the Construction / Upgrading of 13.75km Rural Roads in Akure North LGA - Ondo State

• The Federal Government of Nigeria through the Federal Ministry of Agriculture and Food Security has received financing from the World Bank and the L'Agence Française de Développement (French Development Agency or AFD) and on-lent the financing to nineteen participating States (namely Abia, Akwa Ibom, Bauchi, Kano, Katsina, Kebbi, Kogi, Kwara, Ondo, Ogun, Oyo, Plateau, Sokoto Niger Gombe Ekiti Kaduna Ebonyi and Osun) towards the cost of the Rural Access and Agricultural Marketing Project (RAAMP), and intends to apply part of the proceeds toward payments under the contract for Construction/Upgrading of 56.10Km Rural Roads in Ondo State.
• This contract will be jointly financed by the L'Agence Française de Développement (French Development Agency or AFD), World Bank and Ondo State Government. Procurement process will be governed by the World Bank's Procurement Regulations.
  
• The Ondo State Project Implementation Unit, Rural Access and Agricultural Marketing Project now invites sealed Bids from eligible Bidders for the project as stated below:

  • Average Annual Construction Turnover (NGN NAIRA): N4.3Billion
  • Specific Contract & Contract Management: 2 Contracts each of N2.3Billion within the last five years.

• Bidding will be conducted through National Competitive Bidding (NCB) procurement method using Request for Bids (RFB) document as specified in the World Bank's "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" September, 2023- Fifth Edition (“Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible bidders may obtain further information from the State Project Coordinator Ondo State Rural Access and Agricultural Marketing Project (RAAMP), State Project Implementation Unit (SPIU) and inspect the bidding document during office hours 0900 to 1600 at the address given below.
  

• The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Two Hundred Thousand Naira only (NGN200,000.00) for One (1) lot only while additional lots will attract a cost of One Hundred and Fifty Thousand Naira only (NGN150,000.00) per other lots.

• Electronic Bidding will NOT be permitted.
• Late Bids will be rejected.
• Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 27th November, 2024 by 12.00 noon.
• All Bids must be accompanied by a duly authorized Bid Securing Declaration form as indicated above
  
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
