The Federal College of Agriculture, Akure invites experienced and competent Contractors, and Suppliers to submit their Pre-Qualification (Pre-Qual) documents for the Construction of a 3-kilometer Road with Drainage in Idumuje Ugboko, Aniocha North LGA in Delta North Senatorial District, Delta State. Interested bidders should possess relevant qualifications and experience.




Federal College of Agriculture Akure, founded in 1957 is one of the leading institutions in the country that trains middle-level manpower in the area of agriculture. The Institution is on a mission to help the nation reduce its unemployment rate, increase food security, and equip its students with the skills required to be self-reliant through agriculture. It has been pursuing this goal for the past six decades and has a lot of achievements and numerous laurels to its credit. The college currently runs National Diploma (ND), Higher National Diploma (HND) programmes, and Certificate and Advanced Certificate training in a number of Agric-related courses.

We wish to invite experienced and competent Contractors, and Suppliers for the execution of this project:

Introduction
  • The Federal Government of Nigeria has allocated funds to the Federal College of Agriculture, Akure in the Year 2024 Appropriation to execute Policies, Programmes and Projects. Accordingly, in compliance with the provisions of the Public Procurement Act (PPA), 2007, the Federal College of Agriculture Akure wishes to invite experienced and competent Contractors, and Suppliers for the execution of this project.
Eligibility Requirements
Prospective bidders should submit the following documents:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or GAC2 and CAC7
  • Evidence of the Company's Income Tax Clearance Certificate for the last three (3) years (2021, 2022 & 2023) valid till 31st December, 2024
  • Evidence of Pension Clearance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above)
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual tumover is N50m and above).
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December 2024;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP:
  • Verifiable and documentary evidence of at least, three (3) similar jobs executed within the last five (5) years including letters of awards, valuation certificate, job completion certificate and photographs of the projects and referral contact and telephone number.
  • Company's Audited Accounts for the last three (3) years (2021, 2022 & 2023)
  • Sworn Affidavit
    • Disclosing whether or not any officer of the relevant committees of the (Federal College of Agriculture, Akure or the Bureau of Public Procurement is a former or present Director, or shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars
    • That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter
    • That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed,
  • Company's Profile with the Cumiculum Vitae of Key Staff to be deployed for the project, including copies of their academic qualifications such as COREN, OSRBN, ARCON, SURCON, NEMSA, etc.;
  • List of Plants/Equipment with Proof of Ownership/Lease Agreement:
  • Electricity Jobs: Evidence of current Licence issued by Nigerian Electricity Management Services Agency (NEMSA)
  • Letter of consent to allow for verification of of the documents submitted including CAC, Tax Clearance CertificatePension Clearance Certificate, ITF, NSITF and Interim Registration Report (IRR), etc
  • For Jort Varitures Partenship Memorandum of Understanding (MOU) indicating Lead Partner should be provided (CAC. Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Swom Affidavit Clearance are compulsory for each JV partner)Note. Al documents for submission must be transmitted with a covering forwarding letter under the company Fim's Lettty Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, Telephone Number (preferable GSM No), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorised officer of the firm.
Application Closing Date
11th November 2024 (12.00 noon).

Submission of Pre Qualification Documents
Prospective bidders are to submit Pre-qualification documents for each of the Lot desired, two (2) hard copies of the Technical bid packaged in sealed envelopes and clearly marked as "Technical Bid", and addressed to "The Provost Federal College of Agriculture, Akure, Ondo State" and marked with (the name of the project and the Lot number). Furthermore, the reverse of the sealed envelope should bear the name and address of the bidder and should be dropped, 
not later than 12:00 noon, Monday, 11th November, 2024, in the designated Tender Box located at:

Opening of Pre-Qualification Documents
  • Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 11th November 2024, in the College's International Conference Hall, Federal College of Agriculture, Akure in the presence of bidders or their representatives.
  • Please, ensure that you sign the Bid Submission Register in the office of the Head of Procurement, Procurement Department, Federal College of Agriculture, Akure, Ondo State, as the Federal College of Agriculture, Akure, Ondo State will not be held liable for misplaced or wrongly submitted bids.

General Information
  • Bids must be in English Language and signed by an official authorised by the bidder
  • Bids submitted after the deadline for submission would be returned un-opened
  • All costs will be bome by the bidders;
  • Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of AntiCorruption and Transparency and Private Professional bodies, and will be covered by video recording invitation link will be sent to bidder who chooses to join the bid opening online
  • Only pre-qualified bidders at technical evaluation will be invited at a later date for collection of tenderdocuments
  • The College shall verify all the claims made by applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary
  • Bidders who have worked for the College and have a history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply as their bids shall be excluded from the process in line with Section 16(8)(b) of the PPA, 2007
  • This advertisement shall not be construed as a commitment on the part of the College
  • The Federal College of Agriculture, Akure is not bound to pre-quality any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007.
