Background
- This request for expression of interest follows the General Procurement Notice for this programme that appeared in African Development Bank Group Internet Website (www.afdb.org) of 21st May, 2019.
- The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (the Bank), towards the cost of Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) in Nigeria and intends to apply part of the agreed amount to finance payments under the contract for Consultancy Services for the Engagement of an Environmental Consultant for the Preparation of the Environmental and Social Impact Assessment and Environmental and Social Management Plan (ESIA/ESMP) for Upper Niger River Basin Development Authority.
- The Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB) is the second phase of the Niger Basin's Silting Control Program (PLCE/NB) that was drawn from the Action Plan for Sustainable Development of the NBA and its Investment Program (IP) adopted by the 9-member countries.
- The successful execution of PLCE/NB by the NBA in Burkina Faso, Mali and Niger as beneficiaries, which was funded by the African Development Fund (ADF) from 2005 to 2011 and the multiple benefits gained by the beneficiary member countries, led the NBA to initiate the PIDACC/NB, which is being co-financed by African Development Bank (AfDB) as the lead donor, European Union (EU), Green Climate Fund (GCF) and Global Environmental Facility (GEF) and counterpart fund contribution by the Federal Government of Nigeria (FGN). To consolidate the achievements recorded in the first phase (PLCE/NB), Nigeria and other member countries of the NBA are implementing PIDACC/NB in the second phase.
- The PIDACC/NB is anchored on the need to promote a socially sustainable development and, protect the large water infrastructures built in the basin and the main wetland areas of the basin.
- The Program consists of nine (9) country projects and one regional project to be managed by the NBA, which will focus on (i) developing natural resources and climate change adaptation tools, (ii) training the countries' managers, and (ii) coordinating and monitoring to ensure synergetic implementation of country projects to achieve regional objectives.
Overall Objective of the Assignment
The objective of the consultancy services by the Consultant is to prepare an Environmental and Social Impact Assessment and Environmental and Social Management Plan (ESIA/ESMP) for Upper Niger River Basin Development Authority as indicated below:

Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description, and experience of similar assignments, availability of appropriate skills among staff, etc.) Specifically, Consultants are to provide the following information:
- Identify the political, legal and institutional framework relating to the preparation and implementation of the project.
- Ensure proper consultations with the communities within and around the project area in line with regulatory requirements;
- Establish existing baseline (biological, physical and socio-economic) conditions of the project locations
- Characterize the environment, and identify hazards and impacts associated with the proposed project;
- Identify potential negative impacts that may arise as a consequence of the project implementation.
- Identify opportunities to enhance positive impacts and project benefits;
- Recommend preventive, reduction and control measures for identified potential/associated adverse impacts of the proposed project;
- Develop an Environmental and Social Management Plan (ESMP) for the lifetime of the project;
- Provide management tools necessary to address claims from third parties including resettlement of local communities as a result of its project activities; (if applicable) and Provide all necessary data, information and objective evidence required for developing an Environmental Impact Statement (EIS) for the proposed projects.
- The Programme for Integrated Development and Adaptation to Climate Change in the Niger Basin (PIDACC/NB)-Nigerian Component PIU now invites eligible consultants to indicate their interest in providing these services.
- Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description, and experience of similar assignments, availability of appropriate skills among staff, etc.) Specifically, Consultants are to provide the following information:
- A full company profile, with all details (Address, contact person, Phone numbers, e-mail) General Organizational capability and resources (staffing, years of experience)
- Evidence of intended Joint Venture partnership agreements where Consultants intend to associate
- List of Key Experts highlighting their specific experiences.
