The Federal Medical Centre, Ebute-Metta, Lagos invites interested, qualified, and reputable Contractors to submit their Tender documents for the Reclamation, Sandfilling and Fencing of Radiotherapy Bunker Centre. Interested bidders should possess relevant qualifications and experience.
The Federal Medical Centre (formerly called the Nigerian Railway Hospital) was commissioned on 23rd November, 1964 by the then president, Federal Republic of Nigeria, Dr. Nnamdi Azikiwe of blessed memory. It was established solely to cater for the medical needs of the workers of the Nigerian Railway Corporation and their families. Between 1967 - 1970, during the Nigerian Civil War, the hospital was annexed to the Lagos University Teaching Hospital (LUTH) where wounded soldiers were catered for.
Again, between 1984 and 1995, the hospital served as a referral Centre for parastatals under the Federal Ministry of Transport and Aviation initially offering free medical services to the staff of the railways. On May 26th 2004, the Federal Executive Council (FEC) approved the upgrading of the hospital to a Federal Medical Centre. The formal handing over took place on 31st January, 2005.
The Federal Medical Centre, Ebute-Metta, Lagos is in the process of implementing her year 2024 Capital Projects hereby invites all interested, qualified, and reputable Contractors with relevant experience to submit Technical and Financial Bids (Two (2) hard copies each) for the project:

Eligibility Requirements
- Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7:
- Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024
- Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
- Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual turnover is N50m and above):
- Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2024;
- Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
- Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Medical Centre, Ebute-Metta, Lagos or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:
- Company's Audited Accounts for the last three (3) years - 2021,2022 & 2023;
- Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
- Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBÓN, SURCON, etc.;
- Verifiable evidence of previous work executed in and around Radiotherapy Bunker Projects in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
- List of Plants/Equipment with proof of Ownership/Lease Agreement;
- m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
- Note: All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm's Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.). and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Collection of Tender Documents
- Interested Companies are to collect Bidding Documents at the Procurement Department of the Hospital with evidence of payment of a non-refundable fee of N10,000.00 only, paid into the Federal Medical Centre, Ebute-Metta, Lagos Remita Account.
- Please, ensure that you sign the bid submission Register as the Federal Medical Centre, Ebute-Metta will not be held liable for misplaced or wrongly submitted bids
Application Closing Date
Monday; 18th November 2024 (12.00 noon).
Submission of Tender Documents
Prospective Bidders are to submit two (2) hard copies each of Technical and Financial Bids which are to be SEPARATELY & INDIVIDUALLY SEALED with wax envelopes and clearly marked "Original" & "Copy" and thereafter put together in a bigger sealed envelope indicating lot/project number, title, name and address of the Bidder at the top left corner of the envelope with bidders GSM (reachable) Number(s) and email Address(s). submitted not later than 12:00 noon, Monday, 18th November, 2024 in the Tender Box located in the office of the HEAD OF PROCUREMENT.
Opening of Technical Bids
- Only the Technical bids will be opened immediately after the deadline for submission at 12:00 noon, Monday, 18th November, 2024 in the Seminar Room, Federal Medical Centre, Ebute-Metta, Lagos;
General Information
- Bids must be in English language and signed by an official authorised by the bidder.
- Late submission will be returned un-opened:
- All costs will be bome by bidders.
- The Technical Bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti- Corruption and Transparency and Private Professional bodies;
- Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders will be returned un- opened.
