Introduction
- The Shell Petroleum Development Company of Nigeria Limited (SPDC) in its role as Operator of the NNPC/SHELL/TotolEnergies/NAOC Joint Venture hereby announces to interested and prequalified companies an upcoming tendering opportunity for Operation and Maintenance of Vehicle Monitoring Systems and Provision of Fleet Management Services.
- SPDC hereby invites reputable and competent Nigerion Companies and alliances with requisite experience and accreditation to apply to be considered for inclusion in the bidders list for subject tender.
- The proposed contract will provisionally commence in Q2 2025 and remain active for 5 years' duration, followed by 2-year extension option.
Scope of Work
Operation and Maintenance of Vehicle Monitoring System:
- Operations and maintenance of company-owned electronic in-vehicle monitoring and fatigue/ distraction management systems (Astrata brand) as well as GNET, dashboard inward and outward facing video recording cameras.
- Provision of all requirements (human resources, equipment, logistics, PPE, tools, IT) for the Hardware Management, including installation, transfer, configuration, updates, decommissioning, maintenance, and the provision of all replacement OEM hardware (accessories, peripherals, units) as may be requested.
- Functionality provision: 24X7, real time, online OEM access, servers, platforms, configurations, and systems functionality vehicle tracking, driver monitoring, emergency response alerts, route mapping, geofencing, parameter/events configuration, performance management indicators, dashboard, reporting, licenses,subscriptions, links, reliable data communication and security, specified.
- Provision of personnel training, platform access and support at own cost.
- Delivery of services at advised land and swamp locations such as Port Harcourt, Warri, Gbaran, Bonny, Soku, Forcados, Escravos / Otumara, Nun River, Tunu/Benisede/Ogbotobo/Opukushi, Abuja, Abia State, Bayelsa State, Lagos State, Imo State, Delta State and Rivers State.
- Compliance to all statutory standards, government, community and company requirements for the uninterrupted and safe delivery of the services at own cost.
Provision of Fleet Management Services:
- Provision of all requirements personnel, equipment, server, logistics, HSE and all other resources for the provision of the service in SPDC locations in the East Asset,West Asset, FCT, Abuja and Lagos State.
- Provision of quality assurance, monitoring and reporting on IVMS and dashcam functionality.
- Monitoring and reporting on fuel and vehicle status, performance, utilization, integrity and compliance using IVMS, AFDD and dash cameras information.
- Monitoring and reporting on drivers' compliance, safety performance and fatigue status.
- Provision of reports, data analysis on weekly basis or as required.Provision of IVMS training and technical support to company-nominated personnel.Management of the online Fleet Management System.
- Management and issuance of company-owned assets
- Compliance to all statutory standards, government, community and company requirements for the uninterrupted and sofe delivery of the services at own cost.
- Contractor is to ensure personnel rendering the service have laptops to execute the work and own internet connection as required at own cost.
- Contractor to provide adequate HMO cover for personnel and family members using one of the recommended HMO companies under Shell Managed Core Plan (MCP).
- Contractor to provide adequate and appropriate PPEs, Pension Scheme, End of Year Bonus and End of Contract Bonus for own personnel under this contract of own cost.
- Contractor to process and provide TBOSIET/ NUPRC's OSP permit for relevant personnel under this contract at own cost.
- Scope will be delivered 100% by a Nigerian contractor with local resources.
All services to be provided in compliance to all applicable Shell HSSE Control Framework requirements or any other standard as may be advised.

Mandatory Requirements
- To be eligible for this tender exercise, interested contractors are required to be pre-qualified as essential service vendors in the 3.08.17 - Protocols and Logistics category in NipeX Joint Qualification System (NJQS) data base.
- Only successfully pre-qualified suppliers in these categories will receive Invitation to Technical Tender (ITT).
- To determine if you are pre-qualified and view product/service category you are listed for, open http://vendors.nipex-ng.com and access NJQS with your login details, click on continue Joint Qualification Scheme tool, click check my supplier status and then click supplier product group.
- If you are not listed in a product/service category you are registered with NUPRC to do business, contact Nipex office at 278 Oyinkan Abayomi Drive, Ikoyi, Lagos with your NUPRC certificate as evidence for necessary update.
- To initiate the NJQS prequalification process, access www.nipex-ng.com to download the application form, make necessary payments and contact Nipex office for further action.
- To be eligible, all tenders must comply with the Nigerian Content Requirements in the NipeX system.
Nigerian Content Requirements
- To be eligible to participate in this tender, Tenderers must provide evidence of registration on the NCDMB NOGIC JQS.
- Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding. Submit certified true copies of CAC forms 10, 02 & 07 (or its equivalent; CAC 2.3, 2.4, 2.5, etc.) including company memorandum & article of association and/or evidence of entity's incorporation, shareholding & ownership structure in Nigeria.
- Tenderer shall provide evidence of any of the underlisted NCEC
- Valid category 1,2, 3, 4 or 5 Consultancy services NCEC demonstrating capacity to deploy Manpower personnel to execute the work scope.
- Valid Category 1,2,3,4 or 5 Procurement and Supplies NCEC for procurement of Hardware operating systems.
- Tenderer shall provide evidence of Category 1,2,3,4 or 5 Consultancy and related services NCEC demonstrating capacity to deploy competent crews in executing the workscope.
- Tenderer shall via a (letter of undertaking on company letter headed paper) commit to:
- Comply with the latest approved version of NCDMB HCD guideline by providing Project-Specific training, man-hour, budget, skill development and understudy planfor Nigerian personnel utilizing OGTAN registered trainer(s) or other approvedNCDMB training institution(s).
- Deduct 1% NCDF for every subcontract to be issued on the contract and remit same to NCDMB.
- Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relativeto total work volume.
- Tenderer shall provide documented evidence (not limited to ownership/rental of administrative office, maintenance workshop) demonstrating presence in Nigeria for the execution of the work scope.
Additional Information
- All costs incurred in preparing and processing NJQS prequalification shall be to the contractor's accounts.
- This advertisement shall neither be construed as any form of commitment on the part of SPDC to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle prequalified companies to make any claims whatsoever, and/or seek any indemnity from SPDC and or any of its partners by virtue of such companies having been prequalified in NJQS.
