The Federal Government of Nigeria (FGN) through its Ecosystem Coordination Strategic Unit (ECSU) is making a Request for Expressions of Interest (EOI) for the Consultancy for Strategic Communications and Awareness Campaign on NIMC Ecosystem Enrolment (Nigeria Digital Identification for Development Project). Details

  • The Federal Government of Nigeria (FGN) (hereinafter called "Borrower") has applied for financing from the International Development Association (IDA) (the "Bank") in the form of a "credit" (hereinafter called "credit") toward the cost of Nigeria Digital Identification for Development Project.
  • The Ecosystem Coordination Strategic Unit (ECSU) intends to apply a portion of the proceeds of this credit to eligible payments under the contract for the Consultancy for Strategic Communications and Awareness Campaign on NIMC Ecosystem Enrolment for which this Request for Expression of Interest is issued.
The Consultant's Services include:
Strategic Communications Plan:
Activities:
  • Develop and submit a detailed strategic communications plan tailored to the NIMC NIN ecosystem enrolment process (to be reviewed by the Nigeria Digital ID4D Project and NIMC Communication team for appropriateness).
  • Create key messaging and update branding guidelines to ensure consistency across all communication channels.
  • Conduct a communication needs assessment.
  • Identify target audiences and tailor messages accordingly.
  • Outline communication channels and tactics, including traditional media, social media, online newspapers, outdoor, and community engagement.
  • The plan, messaging, and guidelines should cover:
  • Complete coverage: the communications campaigns should cover and reach all persons eligible for the NIN, particularly women and girls, including people in hard-to-reach communities, IDPS, migrants and refugees.
  • Understanding of the need and benefits of NIN: people should understand what NIN, what benefits it can provide and how they can use it.
  • Familiarity with the enrolment process: people should understand the NIN enrolment process - how, where and when they can get the NIN.
  • Awareness of the grievance handling mechanism: people should be familiar with the grievance handling mechanisms, and contact centre/helpline facilities
  • Mobilizing people for enrolment: strategy for mobilizing people to participate in the enrolment drives, with special focus on vulnerable, marginalized, persons with disabilities, homeless, migrants, disabled and elderly. The messaging should have a call to action for everyone to go and enrol for a NIN.
Awareness Campaign Development and Execution:
Activities:
  • Design and implement a nationwide awareness campaign. Develop creative concepts and campaign themes.
  • Produce campaign materials, including, brochures, posters, jingle audios, animated videos, dramatized videos, and digital content.
  • Organize and manage public engagement events such as town halls, workshops, and roadshows.
  • Engage with telecom service providers in producing caller tunes, ringtones
  • Sports and entertainment (tie-ups with local sporting events, tie-ups, and endorsements with local skit makers riding on their followership and goodwill)
  • Coordinate with media outlets to ensure broad coverage.
  • Utilize new/social media platforms to amplify campaign reach.
  • Engage local influencers and community/opinion/religious/traditional leaders to promote enrolment. Utilize outdoor advertisement channels for optimum reach
Media Relations and Management:
Activities:
  • Establish and maintain relationships with key media outlets and journalists (in collaboration with the Nigeria Digital ID4D Project communications team).
  • Prepare and distribute press releases, media kits, op-eds, and other relevant materials (in collaboration with the Nigeria Digital ID4D Project communications team).
  • Monitor and respond to media coverage of the NIMC NIN ecosystem enrolment process (in collaboration with the Nigeria Digital ID4D Project communications team). Organize press conferences and media briefings.
Monitoring and Evaluation:
Activities:
  • Define key performance indicators (KPIs) and metrics.
  • Collect and analyse data on campaign reach and engagement.
  • Conduct surveys and focus groups to gather feedback from the public.
  • Develop a monitoring and evaluation (M&E) framework to assess the effectiveness of the communications and awareness campaign.
  • Produce regular reports on campaign performance and impact with recommendations for ongoing improvement.
    • Task 1: Develop and submit an inception report containing, detailed workplan
    • Task 2: Develop and submit a communication needs assessment report and a media monitoring and response plan
    • Task 3: Initial Strategy Report detailing the strategic communications plan and campaign approach as well as the crisis communication and response plan (within the first month).
    • Task 4: Monthly progress reports detailing activities undertaken, progress made, and challenges encountered and presenting the effectiveness of the campaign and adjustments needed.
    • Task 5: Final Report: Comprehensive documentation of activities, findings, and recommendations at the end of the consultancy period.
  • The Ecosystem Coordination Strategic Unit (ECSU) now invites eligible Consultants to indicate their interest in providing these services.
