Introduction
- OANDO Energy Resources Nigeria Limited (OERNL) has a requirement to issue Wireline Logging Perforation and VSP Services contract for the Scope of Work identified below on OERNL Land and Swamp locations for three (3) years firm period plus One (1) year optional period.
- OERNL therefore invites submissions for the purpose of technical evaluation from suitable and reputable companies having the capability and experience to undertake the under defined scope of work:
Scope of Work
- The scope of work includes, but not limited to, provision of equipment and support services/assistance in Wireline Services-Logging, Perforation and VSP services, etc
- Firm provision of open-hole wireline logging services in 16", 121/4", 81/2, and potentially 61/4," or 57/8," hole sizes etc
- Firm provision of cased-hole wireline logging and drilling support services in 133/8", 95/8", 7", 51⁄2", and potentially 4'/2" hole sizes, etc.
- Firm provision of auxiliary services, such as fishing, cutting, back-off equipment and reservoir mechanical isolation services.
- Firm provision of wireline casing perforation, through tubing perforation and orienting perforation services.
- Firm provision of crane, scaffolding, security caravan and generating set for all rigless operation
- Provision of wireline and VSP services (integrated with e- line logging and drilling services).
- Failure to meet any of these requirements shall lead to outright disqualification.

To be eligible for this tender exercise, interested contractors are required to be pre-qualified in the product code 3.04.09 Electrical Logging/ Calibration Servicesucts/Services Category) in the NipeX Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in these categories will receive an Invitation to the Technical Tender (ITT).

Nigerian Content
- Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance ACT 2003.
- Consequently, bidders' submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.
The documentation for evaluation shall include but not be limited to the following:
- Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
- Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop, assembly area, etc) in Nigeria to support this contract.
- In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project- Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
- Submit Tenderer's corporate organizational and project/contract specific organogram. CVs of all personnel (as required by the Client and the service) listed in the project organogram should be submitted. For any position to be occupied by expatriate, tenderer shall provide evidence to obtain expatriate quota approval granted by NCDMB before any expatriate is deployed to execute this work scope.
- Provide evidence of at least 50% Nigerian ownership of Equipment as stated in the scope of work.
- Provide Category C NIGERIAN CONTENT EQUIPMENT CERTIFICATE (NCEC) issued by Nigerian Content Development and Monitoring Board in respect of the mentioned equipment.
- Details of in-country procurement plan and Binding MOA to source goods and materials
Note: Non-compliance with Nigerian content requirements is a FATAL FLAW.
