The Nigerian College of Aviation Technology (NCAT), Zaria invites interested, competent, reputable and qualified contractors to submit their Pre-qualification (Pre‐Qual) documents for the Construction / Re-Modelling of the College Perimeter Fence. Interested contractors should possess relevant qualifications and experience.




The Nigerian College of Aviation Technology, Zaria, (formerly known as Nigerian Civil Aviation Training Center) was set up by Act. No 31 of 1964 (as amended), to conduct: Civil Aviation courses for use in flight training or airport operations & management as may be prescribed from time to time; Training of approved persons in the installation, maintenance and operation, as the case may be, of technical equipment, the use of which is calculated or likely to increase the margin of operational safety of civil aircrafts; Training on equipments and necessary facilities for technical research or normal use.

The College boasts of more than 50 years of experience in providing human resource development in the aviation industry in Africa and is well on its way to becoming a reputable global provider of aviation training. NCAT undertakes training programmes to meet both national and international requirements. Training is also provided in non-aviation-specific areas such as computer equipment maintenance and satellite communication principles. Since its inception, NCAT has produced well over 20000 professionals for the Aviation industry in Nigeria and beyond.

In compliance with the Public Procurement Act 2007 (as amended) the Nigerian College of Aviation Technology (NCAT), Zaria has appropriated funds in its 2023/24 BASA Budget and wishes to apply part of it for the procurement of Works. The College therefore invites interested competent, reputable and qualified contractors submit pre-qualification documents for the underlisted contract:

Eligibility Requirements
Interested companies should submit two (2) bound pre-qualification documents with one (1) soft copy documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder:
  • Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC, or CAC, and CAC,;
  • Evidence of Company's Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2024; with minimum average annual turnover of N900 million.
  • Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31" December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder's annual tumover is N50m and above);
  • Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31" December, 2024;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP.
  • Sworn Affidavit:
    • Disclosing whether or not any officer of the relevant committees of the Nigerian College of Aviation Technology, Zaria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
    • That no Director has been convicted in any Country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter;
    • That the Company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings;
    • That the company will comply with Executive Order No. 003 on support for Local Content;
  • Company's Audited Accounts for the last three (3) years - 2021, 2022 & 2023;
  • Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  • Company's Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as SURCON, COREN, QSRBN, ARCON, CORBON, etc.
  • Verifiable documentary evidence of at least three (3) similar jobs (in size, nature & complexity) executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  • List of Plants/Equipment with proof of Ownership/Lease Agreement
  • For Joint Venture/Partnership, Memorandum of Understanding (MOU) indicating Lead Partner should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

  • All documents for submission must be transmitted with a Covering / Forwarding letter under the Company / Firm's Letter Head Paper bearing amongst others, the following:
    • Registration Number (RC) as issued by the Corporate Affairs Commission (CAC)
    • Contact Address
    • Telephone Number (preferably GSM No.)
    • E-mail address.
  • The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Monday; 28th October, 2024 (at 12 noon).

Submission of Expression of Interest
Interested and qualified bidders are to submit their pre-qualification documents for each of the Lot desired; two (2) hard copies each of the technical bids packaged in sealed envelopes and clearly marked as "Technical Bid"; and addressed to "The Rector, Nigerian College of Aviation Technology, Zaria Aerodrome, P.M.B 1031, Zaria, Kaduna State, Nigeria and clearly marked with the name of the project and the Lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at:

Opening of Pre-Qualification Documents
  • The Pre-qualification documents shall be opened immediately after the deadline for submission at 12:00 noon on Monday, 28th October, 2024, in the ATS/COM School lecture theatre in the presence of bidders or their representatives.
  • Please, ensure that you sign the Submission Register at the Procurement Unit, as the Nigerian College of Aviation Technology will not be held liable for misplaced or wrongly submitted bids.

General Information
  • Pre-qualification documents must be in English Language and signed by an official authorised by the bidder;
  • Pre-qualification documents submitted after the deadline for submission would be returned un-opened;
  • All costs will be borne by the bidders;
  • All documents submitted will be subjected to verification from the relevant agencies;
  • The pre-qualification documents will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
  • Pre-qualification documents can only be submitted within working hours. (8.00am - 4.00pm)
  • Only pre-qualified bidders will be invited at a later date for collection of tender documents;
  • The Nigerian College of Aviation Technology, Zaria is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
