Title: Request for Proposal (RfP) for the Development of Podcasts for Accelerated Learning Programme
Location: Gombi & Maiha, Adamawa
Background
- Gibran Books and Values Society (GBVS) is supporting women enrolled in its accelerated learning programme in Gombi and Maiha, Adamawa State, who face challenges attending in-person classes.
- To address these barriers, GBVS will develop podcasts based on two educational texts:
- The AENN literacy text, titled LittafinDalibai Na Karatu.
- The AENN numeracy text, titled LittafinDalibai Na Lissafi.
- These texts were developed by FHI360 with funding from USAID under the Addressing Education in Northeast Nigeria (AENN) project, implemented from 2018 to 2021. GBVS has received permission from FHI360 to develop podcasts based on these texts.
- This activity is part of GBVS’s Girl Child’s Sickness is for the Girl Child (GforG) project, funded by the Nigerian Humanitarian Fund (NHF).
- The podcasts are intended to support off-site learning for women, including mothers and expectant mothers, who cannot regularly attend in-person classes.
- Interested suppliers may contact: gbvsprocurement@aol.com to request the e-books for the purpose of preparing their proposal.
- By requesting the e-books, suppliers commit to using them exclusively for preparing their proposal and, if selected, for developing the podcasts.
- The e-books may not be used for any other purpose or shared with third parties without the written permission of the copyright owner. Suppliers who believe they can prepare their proposal without the texts may do so.
Objectives
The primary objectives of this activity are:
- To develop 10 podcasts based on LittafinDalibai Na Karatu to enhance literacy development among women.
- To develop 10 podcasts based on LittafinDalibai Na Lissafi to strengthen numeracy skills for the same group.
- To ensure each podcast is between 15 and 20 minutes in length and that the file sizes are optimized to fit within a folder on Android phones provided to the learners.
- To ensure the podcasts are accessible, engaging, and tailored to the needs of the women in Gombi and Maiha, facilitating effective off-site learning.
- Suppliers may bring in their own creativity to enhance the quality of the output.
Scope of Work
The successful vendor is expected to perform the following tasks:
- Review of Educational Texts: Review LittafinDalibai Na Karatu and LittafinDalibai Na Lissafi to understand their content, learning objectives, and key concepts.
- Podcast Content Development: Develop scripts for 20 podcasts (10 for literacy and 10 for numeracy), each between 15 and 20 minutes, ensuring the content aligns with the learning objectives and is engaging for the target audience.
- Podcast Recording: Record the podcasts in a format suitable for distribution via Android mobile devices. The file sizes must be small enough to fit in a folder on the learners' phones.
- Editing and Quality Assurance: Ensure that the podcasts are edited for clarity and engagement, with high-quality audio and reasonable file sizes.
- Pilot Testing: Conduct pilot tests with a sample of learners to gather feedback on the podcasts, and incorporate any necessary changes.
- Finalization and Delivery: Finalize and deliver the podcasts to GBVS for distribution to learners.
Certification Regarding Terrorism:
- It is GBVS’ policy to comply with humanitarian principles and the laws and regulations of Nigeria and the United Nations, and other applicable donors concerning transactions with or support to individuals or entities that have engaged in fraud, waste, abuse, human trafficking, corruption, or terrorist activity.
- These laws and regulations prohibit GBVS from transacting with or providing support to any individuals or entities that are the subject of government sanctions, donor rules, or laws prohibiting transactions or support to such parties.
Roles and Responsibilities
- Vendor: Responsible for developing, recording, editing, and delivering the podcasts in accordance with the specifications and timeline.
- GBVS Education Manager: Provide the vendor with the AENN texts, facilitate communication with learners for pilot testing, and oversee the project to ensure quality and timely completion.
Budget and Costing:
The budget will include:
- Vendor fees for script development, recording, and editing.
- Costs for any resource or software required for podcast production.
- Costs associated with pilot testing, including feedback collection and any distribution expenses, et cetera.
- A detailed budget breakdown may eventually be developed/finalized in collaboration with the selected vendor if need be.

Proposal Submission Guidelines
Interested suppliers should submit proposals that include the following:
- Technical Proposal: Outline the approach to podcast development, timeline, and methodology for ensuring quality audio production.
- Cost Proposal: A detailed budget breakdown, including consultant fees, equipment/software costs, and pilot testing expenses.
- Experience: Evidence of previous work related to podcast production or similar educational content development.
Note
- The deadline for submission is 28th September 2024, by 5:00 PM. Failure to meet the Closing Date will result in the bid being void.
- Gibran Books and Values Society is under no obligation whatsoever to award the contracts or to award them to the lowest bidders.
- By submitting your proposal, you commit to fully understand and agree that GBVS is not under any obligation whatsoever to engage in any correspondence whatsoever with any bidder that is unsuccessful after the selection process.
- GBVS does not request any kind of payment from bidders, nor shall it refund any expenses covered by bidders (winner s /losers alike) in their bidding process.
