Enugu State Universal Basic Education Board (ENSUBEB) is requesting for:

Title: Invitation for Pre-Qualification / Bidding

Preamble
In pursuance of the programme of the Government of Enugu State of Nigeria for Educational transformation at the Basic Education level and in compliance with the requirements of the Enugu State Procurement law 2010 hereby invite interested, competent, and reputable contractors with proven experience to indicate their interest and tender for the construction of civil works and supply of furniture and other Educational Materials for 3 Quarter 2019 - 18 Quarter 2021 UBEC/ENSUBEB Intervention Projects.

Scope of Work and Supplies

• Reconstruction of 24 NO. Dilapidated 5 Class Room Blocks in three geopolitical zones
• Construction of 4 NO. 6 Class Room Blocks in three geopolitical zones
• Construction of 1 NO. 1 Science Lab.
• Reconstruction of 1 NO. Dilapidated 10 Class Room Blocks
• Reconstruction of 2 NO. Dilapidated 13 Class Room Blocks in two geopolitical zones
• Construction of 10 NO. 8 Class Room Blocks in three geopolitical zones
• Reconstruction of 10 NO. Dilapidated 3 Class Room Blocks in two geopolitical zones
• Reconstruction of 5 NO. Dilapidated 4 Class Room Blocks in three geopolitical zones
• Reconstruction of 14 NÓ. Dilapidated 6 Class Room Blocks in three geopolitical zones

• Construction of deep and shallow bore-hole across the three geopolitical zones

Eligibility Requirements

• Evidence of certificate of incorporation with Corporate Affairs Commission (CAC).
• Evidence of current company income Tax Clearance certificate for the last three (3) years ending December 2022.
• Evidence of current pension compliance certificate
• Evidence of current Industrial Training Fund (ITF) Compliance Certificate Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate.
• A sworn Affidavit disclosing whether or not any officer of the relevant committees of the ENSUBEB or the Bureau of Public Procurement is a former or present Director, shareholder, or has any peculiar interest in the bidder and to confirm that all information/documents provided in its bid are true and correct in all particulars.
• Company's audited accounts duly stamped and signed by ANAN/ICAN Licensed Auditors for the past three (3) years.
• Evidence of financial capability by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facilities for the execution of the project when needed.
• Verifiable list of executed jobs (Letters of Awards and certificate of practical job completion etc.).
• Company profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their academic/ professional qualifications (In case of construction, COREN, QSRBN, ARCON, CORBON etc.)
• Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificate, Job Completion Certificate and Photographs of the projects.
• Evidence of ownership or lease agreement for relevant equipment, machines, tools and workshop were necessary etc (for category A - works projects)
• All documents for submission must be transmitted with a covering/forwarding letter under the company/firm's letter head paper bearing amongst other registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address (preferably GSM No) and email address. The letter head paper must bear the names and nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the firm.
• Evidence of registration as contractor with Enugu State Ministry of works and Infrastructure.
• Evidence of registration as contractor with Enugu State Universal Basic Education Board.

Application Closing Date
10:00am, 5th July, 2022.

Opening of Bid
All technical bids will be opened immediately after the deadline for submission on 5" July 2022 by 12noon at ENSUBEB premises in presence of bidders or their representatives. Please ensure that you sign the bid submission register in the office of Executive Chairman ENSUBEB, at Independence Layout Enugu State. ENSUBEB will not be held liable for misplaced or wrongly submitted bids.

Collection of Tender Documents for Building and Supplies
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Planning, Research and Statistics ENSUBEB on evidence of payment of non-refundable fee of N10,000.00 Per LOT, paid into the Enugu State Pay-Direct Account in any commercial bank.

Submission of Tender Documents
Prospective bidders are to submit bid for each of the LOT desired, hard copies of the technical and financial bids packaged separately in sealed envelopes and clearly marked as "Technical Bid or "Financial Bid" thereafter. put the two envelopes together in a bigger sealed envelope clearly marked with the name of the project and the Lot number and addressed to the:
Executive Chairman,
Enugu State Universal Basic Education Board,
Independence Layout Enugu State,
Enugu State.

Furthermore, the reverse of each sealed envelopes should have the name and address of the bidder and should be submitted in the designated tender box at ENSUBEB, not later than the specified closing date.

Important Notice

• The list of Schools for intervention has been pasted on the notice board of Enugu State Universal Basic Education Board
• Bid must be in English language signed by an official authorized by the bidder
• Bids submitted after the deadline for submission would be returned un-opened.
• All cost will be borne by the bidders
• Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bid opening while the financial bids of un successful bidders will be returned un-opened
• ENSUBEB is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act 2007.
