Preamble
Newcross Exploration and Production (Nigeria) Limited, Operator of NNPC/Newcross EP Joint Venture in OML-24, located offshore in Rivers states, (referred to in this publication as "Insured") hereby invites reputable and competent companies to apply for the Provision of Drilling Waste Management Services in OML-24 Field Drilling and Completions at an anticipated contract two (2) years primary and one (1) year option extension. Contract is expected to commence in 2022.
Scope of Work
The Contractor(s) shall be responsible for the provision of Drilling waste management services in OML24 Field Drilling and Completions.
Scope of work included but not limited to the understated:
- Provide oil base mud (OBM) drilled cutting/waste collection with watertight skipd and oil contaminated fluids from company rig site and/or supply base
- Transport drilling waste to waste storage/transfer/treatment sites (Swamp & Land)
- Provide drilled cuttings/waste treatment services Provide and equipment with Low Thermal Desorption Unit
- Provide drilling waste testing equipment
- Dispose resulting solids and liquids from drilling waste treatment and return the recovered oil to company
- Provide support facilities for drilling waste treatment and transportation/logistics
- All OBM services must be in accordance with Government regulatory agencies, OBM cuttings/waste treatment and disposal approved standards
- Contractor shall carry out water base mud (WBM) drill cutting collection, transportation, treatment and disposal
- Contractor shall carry out treatment, testing and disposal of spent water base mud and generated effluents.
- All WBM services must be in accordance with Government regulatory agencies WBM cuttings/waste treatment & disposal approved standards.

- To be eligible for this tender exercise, interested bidders are required to be prequalified in any of the following Waste Management Services (3.15.07)category in the Nipex Joint Qualification System (NJQS) database. All successfully pre-qualified suppliers in this NJQS category by the advert close date will receive Invitation to Technical Tender (ITT) for this service.

Nigerian Content Development Strategy
- Furnish details of company ownership and shareholding structure; submit clear photocopies of your cac forms cac 2, cac 7.
- Provide evidence of what percentage of 1) your key management positions is held by Nigerians and 2) what percentage of the total work force are Nigerians; show overall percentage of work to be performed by Nigerian resources relative to total work volume.
- Provide a Nigerian content plan providing a detailed description of the role, work scope, man-hours and responsibilities of all Nigerian companies and personnel that would be involved in executing the work; provide details of Nigerian content focal point or manager.
- State proposed total scope of work to be conducted by Nigerian personnel (whether contracted directly or under subcontract agreements) with names and addresses including evidence of well-equipped offices and workshop; attach experience of such patronage.
- Specific to this project, provide detailed plan for staff training and development on engineering, project management and procurement (including all software to be used, number of personnel, name of organization providing such training and evidence of past training record) for Nigerian personnel including description of any specific programs in place for transfer of technology and skills to indigenous businesses and Nigerians over the next five (5) years.
- Provide evidence of domiciliation of project management and procurement centres in Nigeria with physical addresses (not p.o. box).
- Location of in-country facilities, (equipment, storage, workshops, repair & maintenance facilities, and testing facilities).
- Contractor must be willing and able to provide evidence of maximization of made in Nigerian goods and services.
- Provide details of any other Nigerian content initiative your company is involved in.
- Provide evidence of MOA with OGTAN registered trainer to conduct classroom module of training and on the job attachment.
- Provide human capacity building development plan including budget which must be a minimum of 10% of project man-hours or cost, training will be targeted at developing capacity other than bidder's personnel. trainees will be nominated from a database maintained by NCDMB and the services of ogtan registered trainers utilized to cover classroom modules.
- Provide details of equipment ownership. Bidders (vendors, original equipment manufacturers-oems, and epc contractors) are required present Nigerian content equipment certificate (ncec) issued by nigerian content development and monitoring board in respect of any components, spares, equipment, systems, and packages to be used in the proposed project under tender.

Only tenderers who are registered with NJQS Product/Category: 3.15.07 (Waste Management Services) etc, as at 16:00hrs June 24, 2022, being the advert close date shall be invited to submit (Technical and Commercial). Advert close date for this Tender is June 24th, 2022.

- Interested Companies must be prequalified for this product/service category in NJQS.
- Full tendering procedure will be provided only to companies that have been successfully prequalified in NJQS.
