The Centre for Management Development (CMD) was established by the Federal Government of Nigeria as the operational arm of the Nigerian Council for Management Development (NCMD). The Centre commenced operations in 1973, albeit it only derived its legal backing by Act No 51 of 1976.

The Centre is actively involved in the regulation of standards, development of managerial manpower for the country and a broad range of skills to enhance the quality of management and leadership for the attainment of national economic goals. The Centre has also been actively involved in building structures for the enhancement of professional standards, effective management of our enterprises and attainment of our development goals.

The Centre for Management Development (CMD) is established as the operational arm of Nigerian Council for Management Development (NCMD). Eligiblity Requirements
Prospective bidders are required to submit the following documents:

• Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;
• Evidence of Company's Tax Clearance Certificate for the last three (3) years (2019, 2020, 2021) valid till 31 December, 2022;
• Evidence of Pension Compliance Certificate valid till 31 December, 2022;
• Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31" December,2022;
• Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31" December, 2022;
• Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2022 valid Certificate issued by the BPP;
• Swom Affidavit:
  • Disclosing whether or not any officer of the relevant committees of the Centre for Management Development (CMD) or the Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • That none of the company's Directors has been convicted in any law court for any criminal offence including fraud and financial impropriety; and
  • That the company is not in receivership, bankrupt or insolvent: Company's Audited Account for the last three (3) years (2019,2020, and 2021);
• Reference Letters from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
• Company Profile with the Curriculum Vitae of Key Staff to be deployed for the Project, including copies of their Academic/Professional qualifications
• Verifiable documentary evidence of at least Three (3) similar Jobs executed in the last Five (5) years including copies of Letters of Award, Valuation Certificates, Job Completion Certificate and photographs of the projects:
• For Training Programme: Evidence of Firm's Accreditation/Registration with the Centre for Management Development (CMD);
• For Supply or Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs);
• For ICT: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Teclmology Development Agency (NITDA);
• For Joint Ventures/Partnership. Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, NSITF Clearance Certificate. TIF Compliance Certificate, IRR & Swom Affidavit are compulsory for each JV partner);
• All documents for submission must be transmitted with Covering/Forwarding letter under the Company Letter Head Paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Numbers (preferably GSM No.), and e-mail address. The Letterhead paper must bear the names and nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
• All prospective bidders applying for Sensitization/Training Workshops, in addition to the above, are required to submit evidence of current Centre for Management Development (CMD) Compliance Certificate.

Opening of Bids
Expression of Interest (EOI) will be opened immediately following the deadline for the submission of bids at 12:00 noon Monday, 30 May, 2022 at the Centre's Conference Room, Abuja in the presence of bidders or their representatives. Please ensure that you sign the Bid Submission Register in Procurement unit Office, as CMD will not be held liable for misplaced or wrongly submitted bids. Only Shortlisted Finns will be invited at a later date for collection of Request for Proposal.

Collection of Tender Documents
Interested Companies for Category A (Goods) and B (Works) are to collect the Standard Bidding Document (SBD) from the Procurement Unit, on evidence of payment of a Non Refundable Tender Fee of Ten Thousand Naira (N10,000.00) only per Lot, paid into the CMD, Abuja Remita Account in any Commercial Bank, using GIFMIS Code:0220019001.

Interested bidders for Category C (Consultancy) are not expected to pay at this stage of tendering until after short-listing. All bidders must fill the bid collection Register after the Collection of the Bidding Document,

Submission of Documents (Category C)
Interested and qualified Service Providers for the procurement of Consultancy Services are expected to submit one (1) bound pre-qualification document sealed in an envelope and clearly marked 'Expression of Interest. The name of the company, project title and Lot no, should be boldly written on the reverse side of the envelope addressed to:

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Unit of the Centre, not later than the specified closing date.All bidders must fill the bid submission Register.

Submission of Documents (Category A & B)
Prospective bidders are to submit bid for each of the lot desired, one (1) Hard Copy each of the Technical and Financial Bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as "Technical Bid" or "Financial Bid". Thereafter, put the sealed envelope together in a bigger sealed envelope and addressed as above and clearly marked with "Project Name and Lot No".

Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the Procurement Unit of the Centre, not later than the specified closing date. All bidders must fill the bid submission Register.

General Information

• Bids must be in English Language and signed by an official authorized by the bidder:
• The documents should be arranged in the order listed at 4 above and clearly separated by dividers;
• Bids submitted after the deadline for submission would be returned un-opened;
• Bidders should not bid for more than one (1) Lot:
• Soft copy of submission should be in flash Drive;
• All costs will be borne by the bidders:
• All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of unsuccessful bidders will be returned un-opened;
• Only shortlisted bidders for category C will be invited for the collection of Request for Proposal upon payment of a Non-Refundable Tender Fee of Ten Thousand Naira (N10,000.00) only per Lot, paid into the CMD, Abuja Remita Account in any Commercial Bank, using GIFMIS Code: 0220019001:
• CMD is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
