Preamble
The Government of Federal Republic of Nigeria has received a loan from the African Development Bank (ADB), towards the cost of Rural Water Supply and Sanitation Program and executed by the Federal Ministry of Water Resources. The Federal Ministry of Water Resources intends to apply part of the agreed amount of this loan to eligible payments under the contract for Consultancy Services for setting up of a web-based Database. and Dashboard.

Objective of the Assignment
The purpose of the assignment is to develop a web-based database and dashboard to fulfill the data management and reporting needs of Rural Water Supply, Sanitation and Hygiene sub components of the Inclusive Basic Service Delivery and Livelihood Integrated Program.

Scope and Task of the Consultant's Assignment
The scope of a web-based data base and dashboard shall cover technical requirements, existing datasets, workflow, end users, access levels, and appropriate technology facilities to manage the online database and related operations. Development of conceptual data model reflecting the input of performance data, relational schema of database, data quality checks, and the retrieval, aggregation, and visualization of information on dashboard.

Within the scope of database conceptual model, the consultant will be responsible for physical development, testing, and implementation of the following integrated modules: User Management, Rural Water and Sanitation Reform, Basic Social Services in Water, Sanitation and Hygiene, Program Management, Dashboard and Self-service Reporting. The consultant is expected to visit the five program States and selected LGAs to conduct technical equipment evaluation and need assessment of existing facilities, and their operations. The duration of the assignment is three months period and it is expects commence in July 2022.

The Federal Ministry of Water Resources now invites Expression of Interest (EOI) and information from suitable consultants that will provide the services to the FMWR. Interested consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description and experience of similar assignments, availability of appropriate skills among staff, etc.).

EOI Requirements
Specifically, Consultants are to provide the following information:

• Evidence of company executed relevant assignments.
• Evidence of intended Joint Venture partnership agreements where Consultants intend to associate
