Expression of Interest (EOI) at the Edo State Ministry of Physical Planning, Urban and Regional Development

The Edo State Ministry of Physical Planning, Urban and Regional Development is requesting for:

Title: Request for Expression of Interest (EOI)

Preamble
The Ministry of Physical Planning, Urban and Regional Development on behalf of Edo State Government is desirous of carrying out the Automation of its Activities in the State in line with best practice. Consequently, Edo State Ministry of Physical Planning, Urban and Regional Development now invites Sealed Technical Bid (Expression of Interest) from eligible Firms who wish to be shortlisted for this project.

Bidding will be conducted through National Open Competitive Bidding as specified in sections 35 and 36 of the Edo State Public Procurement Law 2020 and Paragraphs 39-43 of Edo State Procurement Procedures Manual. This invitation is open to all eligible bidders as enshrined in the Law and Manual.

Eligibility Requirements
Interested bidders are to submit a detailed company profile which should include the following:

• Documentary Evidence of similar works done in the past three years in Nigeria with a proven track record of high performance standard over a period of time.
• Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC)
• Evidence of registration with Edo State Public Procurement Agency.
• Evidence of payment of tax by the company and 2(two) directors or proprietor(s) of the Company for the immediate past 3years (i.e. 2019, 2020, 2021)
• Company's audited financial account (indicating turnover) and funding information over the past 3 years endorsed by the Firm's chartered accountants.
• A sworn affidavit indicating that:
• None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial Impropriety.
• The Company is not in receivership, insolvent or bankrupt.
• That all information presented in the bid is true and correct in all particulars and can be verified.
• Bank Reference or Statement of commitment to provide financial support if the bidder is awarded the contract.

N/B: These documents are to be arranged in the order in which they are listed above.

Application Closing Date
12:00 Noon, 31st May, 2022.

Opening of Bidding Documents
The Expression of Interest shall be opened immediately, following the deadline for submission on 31st May, 2022, by 12:00 noon at the Conference Room of the Ministry. Bidders or their representatives as well as CSOs with mandate of ensuring Transparency and Accountability who wish to attend are invited to witness the opening of the bids.

Submission of Bidding Documents
Expression of Interest should be enclosed in one envelope and boldly marked "Expression of Interest for the Automation of the Ministry of Physical Planning, Urban and Regional development Activities in the State" The name of the company should also be written on the envelope and be addressed to:

Please Note

• Expression of Interest submitted after the deadline of submission shall not be opened.
• All Expression of Interest are to be made in English Language and submitted at the Permanent Secretary of the Ministry..
• Only shortlisted Firms will be invited to collect the Request for Proposal (RFP).
• This invitation for expression of interest should not be construed to mean commitment on the part of the Edo State Government for contract award.
• Edo State Ministry of Physical Planning, Urban and Regional Development shall not be responsible for the cost of any Expression of Interest or any loss suffered during the cause of submission.
