Background
COVID-19 vaccination hesitancy is a child rights issue. Save the Children International’s Asia Regional Office, headquartered in Singapore, has launched the ACTIVATE (Adaptable Communications and Technology to Increase Vaccination Acceptance via Teen Engagement) project in April 2021 to tackle COVID-19 vaccine hesitancy and promote uptake in reducing the impact of the pandemic and help children’s lives return to “normal”.
Drawing on internal expertise in the areas of behavioural science, communications, tech and data development, research and evidence generation, and youth engagement, we have created a number of adaptable communication tools and strategies that have positively impacted on people’s knowledge, attitude and behaviour in relation to vaccine uptake, in collaboration with five pilot countries in Asia. These include a social media campaign called “This Is Our Shot”, bulk voice messaging, radio programming, web/TV series, WhatsApp and FB Messenger chat boxes, and in-person community engagement events. Country teams had partnered with trusted and credible messengers (e.g., doctors, influencers and religious leaders) to make the messaging as persuasive and contextualized as possible. We have also conducted formative research in Nepal and the Philippines to create “Little Jab Books” of behavioural science strategies to promote uptake in each country.
In 2022, we are using these adaptable communication tools and strategies to scale up the project globally. ACTIVATE will continue to measure and evaluate the effectiveness of communications and strategies impacting on attitudes and behaviour towards vaccines. We intend that this will contribute to global knowledge and be applicable to future pandemic preparedness and to other contexts where vaccine hesitancy poses a risk to child health.
Objective
Building on in-house work already undertaken to launch and test the use of a microsite in ACTIVATE 2021, we seek to enhance the microsite so that it would be able to:
- Serve as a hub that can communicate clearly the objective and themes of the ACTIVATE project, provide a more engaging user experience, and entice the user to return to the site over time to access more relevant information and data.
- Encourage users to share the site’s relevant content or the overall site with their social networks. Facebook will likely be the main social media platform our users use but support for other social media platforms should be considered as well.
- Easily measure and evaluate the site’s reach, engagement, and impact, as indicators for user knowledge, attitude, and behaviour in relation to COVID-19 vaccine uptake.
Location and official travel involved:
- There will be no travel involved. The Service Provider will work in collaboration with the project team via a remote working structure. Location of service provide is flexible, though preference will be given for persons based between UTC to UTC +8 time zones, namely Asia, Africa, the Middle East and Europe.
Services the Supplier will Provide
- Proposals on how to leverage users of the site to share content that is interesting and relevant to them using their personal social media accounts and thereby acting as “ambassadors and multipliers” of this content in their personal communities and circle of friends. This should be especially targeted at younger users aged 16 to 30 years old. When considering such a feature please include ideas on how we can measure the frequency of content shared, liked, commented on and re-shared by others.
- Ideas on how actionable gamification (beyond points, badges, and leader boards) can work for addressing COVID-19 vaccine hesitancy and promoting vaccine uptake
- Portfolio of work demonstrating experience in, for example, website development, user experience design, and vaccine hesitancy, along with names and profiles of staff who would be working on this project.
- Cost and rates proposal for the work mentioned above (e.g. part-payment upon contract-signing and part-payment upon producing all deliverables)
Experience and Skill Set Required
Minimum competencies:
- Demonstrated experience of providing similar services in country and in INGO context
- An excellent command of the English and French languages - both written and oral
- Ability to produce quality work within deadline and under pressure
- Experience in a conflict setting considered a strong attribute
