The Nigerian Building and Road Research Institute (NBRRI) invites interested, experienced and reputable contractors / suppliers to submit Technical and Financial Bids for the following projects:

The Nigerian Building and Road Research Institute (NBRRI) is one of the parastatals under the aegis of the Federal Ministry of Science and Technology (FMST). It was established on 1st April 1978 by the Federal Government under the National Science and Technology Development Agency Bill (Now Act) 1977 Research Institute (Establishment) Order 1977.

NBRRI was established to conduct integrated Research and Development activities into the varied aspects of the building and road construction industries. The mandate was later in 1993 expanded to include R&D into all aspects of Engineering Materials related to the construction industry.

Preamble
The Nigerian Building and Road Research Institute (NBRRI) is a parastatal under the aegis of the Federal Ministry of Science and Technology; desirous of executing some capital projects under the 2022 Budget Appropriation.

Interested, experienced and reputable contractors/supplies are invited to submit Technical and Financial Bids for the under-listed projects.

Scope of Work / Supplies
The general scope of work involves construction of classroom blocks, skills center/Town Halls with furniture’s using NBRRI Earth Stabilized Interlocking Blocks Largely dry Stack as walling materials, construction of earth roads, with hydraulic structures, asphalt over lay, solar street lights, motorized boreholes, and supply of goods.

Eligiblity Requirements
Prospective bidders should submit the following documents:

Evidence of Certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC 1.1 or CAC2 and CAC7 or Business Name is also acceptable in case of services;
Evidence of company’s income Tax Clearance Certificate (or personal Income tax clearance certificates of all the partners in case of Business Name) for the last three (3) years (2019, 2020 and 2021) valid till 31st December 2022.
Evidence of Pension Clearance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 15 and above).
Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2022 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2022;
Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2022 or valid Certificate issued by BPP;
Sworn affidavit disclosing whether or not any officer of the relevant committees of the National Business and Technical Examinations Board or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Awards, valuation Certificates, Job Completion certificates and Photographs of the projects;
Works: List of plant/Equipment with proof of ownership/lease;
Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the Vehicles
For Supply of Equipment: Letter of Authorization as representatives of Original Equipment Manufacturers (OEMs);
Electricity jobs: evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA);
Services: Evidence of firms’ current registration with the relevant regulatory professional body(ies) such as Centre for Management Development Training Services;
For Joint venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension clearance certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner) Certificate of incorporation and Tax applicable to foreign firms;

Interested companies are to obtain Standard Bidding Documents (SBD) from the Procurement Unit, First floor, NBRRI Administrative Headquarters, No.10 NBRRI Road/I.T Igbeni Street, Off Obafemi Awolowo Way, Jabi Abuja on evidence of payment of non-refundable tender fee of N10, 000 per lot, paid into the Nigerian Building and Road Research Institute’s Remita account (GIFMIS CODE 1000111668) in any reputable commercial Bank in Nigeria.

Submission of Documents - Pre-Qualification for Works, Goods and Services (Category A)
Prospective bidders for works - Category A are to submit pre-qualification documents for each of the Lot desired; two (2) hard copies each of the technical bids packaged in sealed envelope and clearly marked as "Invitation to Pre-qualification" and addressed to the:

Prospective bidders are to submit two (2) for each of the lot desired, two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed to the:

Submission of EOI Documents - Consultancy Service (Category D)
Interested firms are to submit two (2) bound of expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as above.

Bids should be and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender box in the procurement unit not later than 12:00Noon, Monday, 9th May, 2022.

General Information

Bids must be in English Language and signed by an official authorized by the bidder;
Bids submitted after the deadline for submission would be returned unopened;
Bidders should not bid for more than two (2) Lots;
All cost will be borne by the bidders;
Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording (invitation link will be sent to bidders to join the bid opening) with the physical presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency;
Invitation for pre-qualification: Only pre-qualified bidders will be invited at a later date for collection of Request for Proposal;
Invitation for EOI: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
Invitation to tender: Only pre-qualified bidders at technical evaluation will be contacted at a later date for virtual financial bids opening, while financial bids of un-successful bidders will be returned un-opened;
The Nigerian Building and Road Research Institute is not bound to prequalify/shortlist any bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
